- Black Body Specifications DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIALITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2007-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 335991 with a size standard of 750 employees. This requirement is being conducted as a small competitive business set-aside. FAR Part 13, Simplified Acquisition Procedures, are being utilized. The National Institute of Standards and Technology (NIST) has a requirement for a Blackbody; it must meet or exceed the following minimum specifications: 1) Temperature Range: 500 degrees C to 3000 degrees C; 2) Repeatability: plus or minus 0.5 degrees C; 3) Resolution: 0.05 degrees C ; 4) Stability: plus minus 0.01 degree C; 5) Long Term Drift: plus or minus 0.1 deg C after 10 hours at 2000 degrees C; 6) Response time: after a 100 degrees C change reach thermal equilibrium, in less than 15 minutes; Control Pyrometer Wavelengths: 900 nanometers; Type of Blackbody: dual cavity graphite, one cavity for control and one cavity for measurements. Source diameter: 1inch; Emissivity > 0.995; Cooling: Water cooled; Purge gas: Argon; Interlocks: Cooling water over temperature, low purge gas flow, low cooling water flow rate, or open external interlock. The user can add as many other interlocks as needed and connect to the external interlock. Temperature Controller:All digital proportional integral differential (PID) controller with 16 key keypad. Four line liquid crystal display (LCD) display for set point, Blackbody temperature and other information. Remote control: Set point control and temperature monitoring by RS-232, USB, IEEE-488, or Ethernet. Operational requirement: The Contractor –supplied shall be blackbody system ready-to-operate with only cooling water, argon and electrical power supplied by NIST. Operating condition: Design shall include an enclosure for the blackbody furnace which allows radiation only in the direction of the measurement cavity. Delivery shall be FOB DESTINATION. The contractor shall deliver the system to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: (13) 52.219-6 Notice of Total Small Business Set-Aside, (13) 52.222-3, Convict Labor; (14) 52.222-19, Child Labor-Cooperation with Authorities and Remedies; (15) 52.222-21, Prohibition of Segregated Facilities; (16) 52.222-26, Equal Opportunity; (18) 52.222-36, Affirmative Action for Workers with Disabilities; (21) 52.225-1, Buy American Act-Supplies; (24) 52.225-13, Restrictions on Certain Foreign Purchases; (29) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. QUOTATION SUBMISSION INSTRUCTIONS: Each quote should include the following: (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (4) Terms of any express warranty; (5) Firm-fixed-price (FOB Destination) for each offered item, and any discount terms; (6) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(k) for those representations and certifications that the offeror shall complete electronically); (7) Acknowledgment of Solicitation Amendments; (8) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION FACTORS FOR AWARD: The Government will evaluate quotations based on the following evaluated criteria: 1) Extent to which the offered solution meets or exceeds the minimum specifications; and 2) Price.
