- SOURCES SOUGHT CATEGORY: HC-144A Pallet Cart CONTACT: Attn: CWO Kevin S. Barrick, HC-144A Product Line Engineering, c/o Commanding Officer, U.S. Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC 27909 BACKGROUND: The U.S. Coast Guard (USCG) currently operates three HC-144A aircraft. The HC-144A is manufactured by EADS CASA Aircraft based in Seville, Spain and procured under the authority of the aviation program management office (CG-931) through the USCG Deepwater acquisition program. The base aircraft is a CASA CN-235-300, modified to incorporate a variety of sensors to allow it to operate in the maritime environment in support of search and rescue and law enforcement for the Department of Homeland Security. End state for the fleet size is still under review but could include as many as 36 assets. The following is a projected number of operational USCG HC-144A aircraft for the next five-year period: Fiscal Year:20092010201120122013 Number of Acft.57121416 The HC-144 aircraft will carry a 2000 lb mission systems pallet (MSP). The MSP is a pallet mounted electronics console which is integrated with aircraft mounted sensors, allowing aircrew members to operate the sensors during flight. This pallet can be on-loaded and off-loaded from the aircraft in the same manner as general palletized cargo via the aircraft’s floor mounted roller system and aft cargo ramp and door. On-loading and off-loading is currently accomplished by using a forklift. MSP pallet dimensions are 108.5” x 62.5”. The height of the HC-144A cargo ramp, in the open horizontal loading position is approximately 43 inches from the ground. Ramp height can vary +/- 5 inches depending on aircraft fuel & cargo load. SYNOPSIS: The USCG is seeking information from potential sources that can provide a pallet cart for ground transport, on-loading, and off-loading of the MSP to/from the HC-144A. This equipment would be used in lieu of a forklift. This pallet cart would contain a roller platform, sized to accommodate nothing larger or heavier than the MSP, would incorporate a hand operated scissors lift platform to enable ground handlers to raise the MSP to the level of the aircraft’s cargo ramp for loading and unloading operations, and lowered for ground transport. This pallet cart would transport the MSP to and from the aircraft under tow, using a small or medium sized aircraft tug. REPLIES: All interested parties should respond in writing to CWO Kevin S.
