- DOC/NOAA/NESDIS Acquisition Management Division intends to solicit and negotiate with only one source under the authority of FAR 15 Negotiated Acquisition and FAR Subpart 6.302.1 based on Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed source is ALTIMETRICS, LLC CORNISH, NH. The services being sought are the use of an expert in satellite radar altimeter algorithms, data quality assurance, and database management to help fulfill NOAA's obligation to operate the ground segment of the Jason-2/OSTM satellite altimeter mission and also to carryout critical research into the causes of Global Sea Lever Rise (GSLR). The Government anticipates a firm-fixed price contract with a base year and two (2) 12-month option periods. The National Industry Classification systems (NAICS) code is 541330, and the size standard is $4.5M. No written solicitation will be issued. This notice is being published for information purposes only and is not a request for competitive quotations. However, offerors who believe they can meet this requirement are to submit in writing an affirmative response. All responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 45 days after publication of this synopsis. Proposal submissions must be submitted to the following person. Any questions must be submitted in writing ONLY to the attention of the Contracting Officer.
