- Space and Naval Warfare SystemsCenter New Orleans (SPAWARSYSCENNOLA) is seeking potential sources for a future solicitation for cost estimating services. SPAWARSYSCENNOLA is transitioning to a Navy Working Capital Fund (NWCF) organization affording it the opportunity to grow its base of reimbursable work for Navy, DOD, Department of Veterans Affairs and other customers. As a result, it is anticipated that new opportunities will materialize on an increasing basis that will require SPAWARSYSCENNOLA to produce timely and accurate Information Technology (IT) life cycle cost estimates for hardware and software for potential new customers. Complete and accurate cost and risk information is the core of a programs credibility. SPAWARSYSCENNOLA is seeking to improve its capability and develop improved processes for timely and accurate cost estimates for complex IT programs and initiatives. It is necessary to establish a formal, consistent and repeatable process for estimating IT costs and improve the consistency of cost estimations within the organization, the accuracy of cost estimations and assumptions and reduce the cycle time and effort for cost estimating. A well-designed, systematic approach that effectively reflects the cost-related elements of a given project and documents the assumptions utilized for determining true life cycle costs will increase approval rates and the likelihood of realizing measurable business benefits for a project. Accurate cost estimation brings many benefits to an organization and provides decision makers with the information needed to make sound choices, enable the development of effective chargeback, forms a critical component of the business case for a project and creates a baseline for measuring a projects success at a future date. Projects will vary in complexity and length, but experience in cost estimating of complex IT development projects and IT migration projects will be a must. The attached draft statement of work provides SPAWARSYSCENNOLAs current specific requirements. SPAWARSYSCENNOLA anticipates the award of a cost reimburseableIDIQ contract with provisions for fixed priced task orders. The contract will have a base year and four options. Release of the formal solicitation is anticipated in late fourth quarter 2008. As the requirement is for truly independent cost estimating services, potential offerors should be free of any potential organizational conflict of interests. Interested offerors should provide a letter showing interests and a brief description of their capabilities to Ed Wallace, at ed.wallace1@navy.mil within 15 days of this announcement.
