Description
SMC SLG/PKM, located at Peterson AFB, CO, will award an extension to contract FA8823-06-C-0002 in support of Air Force Space Command’s MILSATCOM Joint Program Office (SMC SLG/MCL), Peterson AFB CO. This contract will provide support for the Mission Control Segment (MCS) Hardware Maintenance; MCS Software and Database Maintenance; Systems Engineering Integration, and Test; and MCS Technical Manual Services, for current fielded systems. The Government intends to award a sole source extension to contract FA8823-06-C-0002 to Lockheed Martin IAW FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. MILSATCOM is a system of systems that provides balanced wideband, narrowband and protected communications capability for a broad range of users across diverse mission areas. Specifically, supporting the sustainment of the Milstar System for SMC SLG/MCL requires detailed knowledge of Milstar satellites, payloads and terminals design, functional interfaces and interoperability. Hardware maintenance encompasses services to provide product Integrity support; technical support; system fault isolation: on-site and emergency depot level maintenance support; organizational maintenance of the Proficiency Trainer at Vandenberg AFB; organizational maintenance of the Milstar Mission Control Segment (MCS) software and database sustainment equipment located in the Centralized Integration Support Facility (CISF) at Peterson AFB Colorado; maintenance support of the Milstar MCS equipment located at the Lockheed Martin facility in Sunnyvale, CA and the Northrop-Grumman Space Technology (NGST) facility in Redondo Beach, CA; and engineering support to the operations of the Milstar Mission Control Segment EHF command and control equipment, which shall include, but not be limited to the Satellite Mission Control Subsystem (SMCS). Software and Database Maintenance encompasses services to support the sustainment of the MCS and Schriever AFB (4SOPS) direct mission support. System knowledge is required to maintain the Oracle database and produce integrated software/database releases for Satellite Mission Control Subsystem (SMCS); the Lockheed System Simulator (LSS) software component of the Milstar System Simulator (MSS); the Proficiency Trainer (PT); and the GE Development Environment (GDE) software component of the Mission Development Element (MDE). System interfaces also include development support of the MILSATCOM Command and Control System-Consolidated (CCS-C) program (consisting of specified dual product releases and directed technical assistance); Test Bed integration and activation support; Mission Planning Element (MPE) to include Automated Communications Management System (ACMS) and Milstar Communications Planning Tool Interim (MCPT-I) integration test support; and if required, auxiliary Advanced Extremely High Frequency (AEHF) program transition planning and preparation. SEIT encompasses user integration support; systems engineering; system technical interface support; system configuration baseline support; system security and system test support; and, if required, special requirements for Advanced Extremely High Frequency (AEHF) program transition planning and preparation. Technical manual services encompasses quarterly maintenance updates and quick response support of Milstar Constellation Control Station (CCS) System Operator Instruction Manual (Technical Order (TO) 31S8-2USQ115-41), Continuous Acquisition and Life Cycle Support (CALS), and interactive Authoring and Display System (IADS) viewable mediums. This is a follow-on effort to the existing Milstar sustainment contract currently preformed by Lockheed Martin Space Systems Company, Sunnyvale, CA. Award to any other source will increase program risk and duplicative cost to the Government that will not be recovered through competition over the short duration of this contract. However, interested parties must submit an unclassified Statement of Capacity (SOC) within 14 days of this announcement demonstrating proven Milstar logistics capability, past program experience and knowledge to perform Mission Control Segment (MCS) Hardware Maintenance; MCS Software and Database Maintenance; Systems Engineering, Integration and Test (SEIT); and MCS Technical Manual Services. The SOC shall not exceed 10 one-sided pages in length. Response must be submitted by e-mail in electronic form in MS Word 98 or higher or, PDF Format. All responses must conform to 11 pages with font no smaller than 12 point. The period of performance is June 2009 through Nov 2009. This synopsis is for information and planning purposes only; it does not constitute a RFP Information herein is based on the best information available at the time of publication, is subject to revision and is not binding on the government. The applicable North American Industry Classification System (NAICS) code is 541700 (1000 employees). The Government will not recognize any cost associated with the submission of an SOC. Information received will be considered solely for the purpose of determining whether any prospective credible source other than the incumbent exists. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
