Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-027-4384-08 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-24. This procurement is a total small business set-aside. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA ARS has a requirement for a hyperspectral camera system. Critical characteristics include a visible-near infrared system (400-1000nm), with 1 nanometer bandwidth resolution or better. Unit must be small enough to use on a benchtop. The system needs to use a high resolution (1 to 2-megapixel) CCD based camera system, with a high dynamic range (12-14 bit). The imaging system must accept standard C-mount front lenses, be able to mount to a microscope, and be able to correct for smiley and keystone aberrations to sub nanometer error. The imaging system must include image capture and preprocessing software, and produce hypercubes that can be read by standard hyperspectral image analysis software packages, such as ENVI, IMAGINE, or EM Mapper. Additionally, due to the work that will be done outside, the system needs to include its own motion, where the camera (or focal plane) moves, while the object doesn't. To further continuity of research in the exchange of data and images with researchers at another ARS location, the proposed system must be compatible with a Lextel system currently in use. Two copies of descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 30 days ARO. Equipment price should be FOB Ft Pierce, FL. Quoted price should include delivery costs. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52-212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. In paragraph B of 52.212-5, the following apply: 52.219-6 Notice of Total Small Business Set Aside and 52.225.13 Restrictions on Certain Foreign Purchases. Also applicable are 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration and 52.233-4 Applicable Law for Breach of Contract. All sources wishing to provide a quotation must respond by 1:00 PM EDT, July 14, 2008. Quotations should be addressed to USDA Agricultural Research Service, 950 College Station Rd, Athens, GA 30605-2720 (or POB 5677, Athens, GA 30604-5677). The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and capabilities of the offerors equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three firms for which similar equipment was provided. The anticipated award date is July 16, 2008. All responsible sources may submit a quotation which shall be considered by the agency.
