Description
The Joint Munitions Center, Life Cycle Management Command and The Project Manager for Maneuver Ammunition System are seeking sources for 9mm Marking Cartridges for use in the Close Combat Mission Capability Kit (CCMCK). The CCMCK is a user installed temporary weapon conversion system that allows the Soldier to employ an individual weapon (M9 and M11) at short range using low velocity marking ammunition while precluding the weapon from firing standard service ammunition. The marking ammunition shall be a reduced-energy, non-lethal cartridge that leaves a bright, water-soluble color marking compound on target upon impact. The visible impact left by the marking compound allows for an accurate assessment of simulated lethality and shot placement. The ammunition must be compatible with the current US Army qualified CCMCK weapon conversion system. No additional weapon conversions or modifications outside of the current CCMCK system will be allowed. A draft purchase description will be available around 14 July 2008. Interested sources without a previously verified design will be responsible for verifying their cartridge design in accordance with the Government purchase description at their own expense. In order to be eligible for award, all verification efforts shall be complete and results approved by the government prior to the close of any solicitation. Sources interested in supplying the marking ammunition should adequately describe their experience in small caliber production and testing, demonstrated high rate production, annual production capacity, and verification status of their proposed design. Those sources not having a previously verified design should also submit a rough outline of their plans and schedule to verify their design and shall submit any backup data to support claims that their design will conform to the purchase description requirements. Sources shall provide verification status of the marking ammunition cartridges that will be supplied under this contract. Contracting Information - The anticipated period of performance shall be from FY09-FY13 and utilize an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for five (5) years. For Further Information - All interested parties should submit a description of their capabilities along with sketches, drawings, specifications, brochures, current estimated unit cost per million, monthly production capability, and/or test results within 30 days of this notice to: US Army JM&L LCMC, AMSML-AQ-MA, David Gordon, Picatinny, NJ 07806-5000 or by email to: david.gordon5@us.army.mil. This is a market survey, not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part any private sector input as a result of this market survey. See Numbered Notes 25 and 26.
