Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is IHS-SOL-0800169 for Registered Radiology Technologist services on an as needed basis. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This acquisition is 100% set-aside for small businesses. The NAIC code is 621111 and the small business size standard is $9M. Anticipate multiple awards up to three awards to fulfill Registered Radiology Technologist services. ITEM 1 Registered Radiology Technologist services Period of performance August 1, 2008 through July 31, 2009 Evaluation will be based on price, experience – The technologist must possess advanced knowledge of all radiation protection standards and safety equipment, expert knowledge of anatomy to provide accurate radiographs of injured or diseases areas, knowledge to correctly operate all sophisticated x-ray equipment and perform first echelon maintenance, knowledge to perform all radiographic exams listed in the three (3) categories and Past Performance - The Contractor shall provide past performance references with name, contact name, period of performance and telephone number. Offerors are to include a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. PURPOSE: This is a non-personal services contract for the Claremore Indian Hospital for the time period beginning August 1, 2008 through July 31, 2009 for the following services: Contractor performs as a qualified Registered Radiological Technologist assigned to the Medical Radiology Department of a 60-65 bed general medical and surgical hospital. Radiological services are provided for the hospital, in and outpatient population and five (5) referral clinics. Contractor’s duties include a full range of skills required for the five (5) days a week in the Radiology Department. Contractor is responsible for the accuracy, precision, and quality of all procedures and operations one performs in the radiology department. Contractor is responsible for the proper identification of patients, including correct hospital number and proper identification of all radiographs. Contractor shall review each x-ray request to determine necessary films needed for the completion of the exam. Insures patient mental and physical well being through proper patient care and advanced expert use of all radiology equipment. Responsible for cleanliness of work area and equipment assigned. Reports all x-ray instrumentation malfunctions to the Chief of Radiology services. Contractor shall perform required duties in the darkroom; file room and office as needed. Keeps abreast of current technical literature and evaluates new procedures and techniques for the purpose of recommending them to the Chief of Radiology services. Contractor is responsible for providing the correct contrast Medias for the specific examination. Contractor must be adequately trained in the use of all injectable diagnostic contrast Medias and sterile techniques. Contractor must be highly skilled in the administration of the contrast media and in the recognition of allergic reactions to the contrast Medias, trained in CPR (cardiopulmonary resuscitation) and to recognize a cardiac or respiratory arrest. The Contractor shall take proper action until code “99” team arrives. Contractor reviews the radiographs for high technical quality, position and all factors that are required to provide a high quality radiograph. Also, performs with expertise, x-ray examinations classified in three (3) categories. ROUTINE RADIOLOGICAL EXAMINATIONS: Chest, sternum, lungs, clavicles, ribs, joints-shoulder, elbows, wrists, hips, ankles, knees, SI joints, routine views of other portions of the body including abdomen, spine, skull, sinuses, nose and extremities. ADVANCED AND COMPLEX EXAMINATIONS: These examinations involve standard equipment and deviation from standard procedure, such as all spine exams-involving trauma and all trauma cases where patients cannot cooperate because of injury, surgical procedures involving sterile technique in the surgical operating suite. COMPLICATED SPECIAL PROCEDURES: Performs or assists Radiologist in complicated procedures, i.e., sonograms, hysterosalpingiograms, intravenous pyelograms, upper gastrointestinal tract, double contrast UGI, barium enemas, air contrast barium enemas, tomograms, needle biopsies and venograms. GUIDELINES: Contractor must keep abreast of all procedures for the radiology department as set forth in the radiology department Policy and Procedure Manual. Also, keep abreast of all procedures set forth by the Service Unit Policy and Procedure Manual HIPAA and the Privacy Act. COMPLEXITY: Contractor must possess the ability to differentiate between “safe” and dangerous” procedure when deviating from normal conditions; practice extremely good judgment while operating specialized instrumentation. When performing “long” procedures, extreme care must be exercised to provide.Minimal radiation exposure to the patient and the x-ray staff. Possess a good understanding of electronics to determine instrumentation malfunction. PERSONAL CONTACTS: Contractor will maintain viable communications with the director of Radiology Services, Staff Radiologist and medical physicians and nursing and x-ray patients on a one-to-one basis. If the Registered technologist is working in the department alone a registered technologist will be on call to provide any assistance they need.
