Description
The U.S. Department of Commerce, National Marine Fisheries Service, in Boqueron, PR, is in need of services to collect available information on the characteristics of areas containing essential fish habitat with an emphasis on marine protected areas around Puerto Rico. Information will include benthic habitat and impacts of non-fishing activities on these areas. The information obtained will help in characterizing and selecting habitats for future monitoring of impacts of non-fishing activities and developing management recommendations for conservation of important marine habitats. The project will result in a compilation of historical information on the status of marine resources for areas identified as priorities for conservation by the Puerto Rico Department of Natural and Environmental Resources (DNER). This project addresses some of the needs identified in the Local Action Strategy Overfishing Group priority project, "Select, characterize and monitor those habitats essential for fishery resources that are being affected by non-fishing activities." This project is being initiated as part of the Southeast Regional Office's participation in the NOAA Coral Reef Conservation Program (CRCP). This project is also being initiated as a component of NOAA Fisheries' efforts on behalf of the Coral Reef Task Force established by President Clinton in June 1998 through Executive Order #13089. The Executive Order, identified as Coral Reef Protection, seeks to "preserve and protect the biodiversity, health, heritage, and social and economic value of U.S. coral reef ecosystems and marine environment." In order to meet the objective of this work assignment, the contractor shall complete the work in two distinct phases: the compilation of historical information for priority areas, including reports in hard copy and geographic data in electronic form; and final report detailing the methods used to collect the information, sources of information, and presenting tables with information on habitats in the areas, changes over time, and geographic references. Short-term results will consist of the production of a detailed report with qualitative information on changes to important marine habitat areas over time. Long-term results will consist of the identification of those systems and the activities that should be considered for monitoring and the implementation of management to protect marine resources. The project operation must be conducted in order to carry out the technical tasks within the established timeframe. It is the contractor's responsibility to report any problems or complications that may arise during the realization of each task that could affect the timetable. The period of performance is from date of award through 12 consecutive months thereafter.
