- The Standard Procurement System (SPS) Joint Program Management Office (JPMO) has an existing SPS contract that supports the maintenance of the twenty (20) standard service interfaces to SPS. In addition, this contract provides functional and technical support to the service Enterprise Resource Planning (ERP) that are developing interfaces with SPS. As a result, the SPS JPMO currently uses proprietary software, ETI Solution Version 5, which is provided by ETI to maintain the interfaces for the SPS suite of products. The software licenses for the ETI tool are used to develop code and sustain standard service interfaces to SPS. The ETI tool is also self-documenting and hosts the SPS JPMO metastore, which is required to ensure access to the translator code and the historical repository of translator changes. The product also provides an extensive reporting capability that is used to fully document each service integration in a functional specification document. Therefore, the SPS JPMO has a requirement to continue using the ETI software licenses for the remaining three years of the SPS contract. The Government intends to award a sole source contract, valued at approximately $464k, to ETI for a one year base period plus two one year option periods for the maintenance and license of the ETI Solution Version 5. ETI is the only known company that can provide a renewal and maintenance of the current license. This notice is NOT a request for proposals. The Government will not issue a solicitation. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government.
