Description
This is a Request for Proposal (RFP) for commercial items prepared in accordance with FAR Part 12. HSCG38-08-R-410025 is assigned. The solicitation is available on ARSC website: http://www.uscg.mil/hq/arsc/ald.asp All responsible sources must submit a proposal not later than 3pm (EST) July 21, 2008. Instructions for proposal preparations can be found at Addendum 3, 52.216-31 Proposal Instructions. Instruction for proposal delivery is located at: Addendum 4, 1.0 Address for correspondence. This requirement is restricted for 100 percent total small business set-aside. The NAICS code for this acquisition is 333319. The small business size standard is 500. The request for proposal incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-26. This requirement is for the Integrated Maintenance, Operation and Modification of the Operational Flight Trainers (OFTs) located at the United States Coast Guard (USCG) Aviation Training Center (ATC), Mobile, Alabama. ATC Mobile currently utilizes three (3) OFTs and two (2) cockpit pilot trainers (CPT) to cycle over 700 students through Aviation Transition, Re-Qualification, and Proficiency Courses annually. These training devices require maintenance, operation, and modification support. The Coast Guard intends to negotiate and award a Time and Materials Contract. This contract will have a base period of one year and two (2) one year option periods. Offers are required to identify the categories of personnel and associated labor rates to be utilized during this performance of the contract. The Contractor shall provide all necessary personnel to perform the tasks delineated in the Statement of Work (SOW). As the only USCG site with OFT resources, daily OFT performance is critical to a steady pipeline of mission ready aviators necessary to meet USCG national security responsibilities. Hence, the Government requires experienced Site Personnel who are multi-disciplined and cross-trained to provide modification, operation and maintenance services on the training devices. Contract award will be made to the offer whose proposal represents the best overall value as defined in 52.212-2 Evaluation Commercial Items. Evaluation criteria is located at Addendum 3, 52.212-2.
