- The Department of Veterans Affairs, VISN 11, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with the University of Michigan Center for Health Communications Research (CHCR) for training services for VA Ann Arbor Healthcare System HSR&Ds research project, Evaluating a Preference-based Intervention for Increasing CRC Screening (EPIIC). The Contractor shall provide training, development, administration and maintenance of all study websites and systems at the VA Ann Arbor Healthcare System, HSR&D Service, 2215 Fuller Road, Ann Arbor, MI 48105. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:30 pm on June 27, 2008. No telephone or email inquiries will be accepted. All responses must be mailed to VA Ann Arbor Healthcare System, Attn: Jennifer Deakin, Contracting Specialist, 2215 Fuller Road (54C), Ann Arbor, MI 48105.
