- SEATTLE EVERETT, WA MARKET SURVEY A MARKET SURVEY is being conducted to determine if there are adequate Small Business, 8(a), HubZone or SDVOSB contractors for this proposed contract for a Competitive Set-Aside Procurement. The proposed contract will be for the design and construction of a 1,000-member Armed Forces Reserve Center in Everett, Washington. The project includes a 140,801 square foot training building, a 13,037 square foot vehicle maintenance building, a 13,583 unheated storage building, 24,728 square yards of organizational parking and 15,862 square yards of POV parking and roads. The buildings will contain administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for army reserve units. The vehicle maintenance shop will provide work bays for maintenance and administrative support. Buildings will be permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, load bearing CMU and/or reinforced concrete walls, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements and extension of utilities to serve the project. Physical security measures will be incorporated into the design including entry control points, maximum standoff distances from roads, parking areas, and vehicle unloading are areas. Berms, heavy landscaping, and bollards will be used when maximum standoff distances cannot be maintained. This project is planned for advertisement in July 2009 with award scheduled in October 2009. Contract duration is estimated at 720 days. NAICS is 236220. The size standard is $31.0 million. The estimated cost range is between $25,000,000.00 and $100,000,000.00. 20% of the work is to be self-performed. All interested 8(a), HubZone or SDVSB businesses should notify this office in writing by mail or fax by 7 July 2008, 4:00 pm, Louisville time. Responses should include: (1) Identification and verification of company as a small business, 8(a), HubZone or SDVSB business, (2) Past Experience- Describe completed projects that are similar in size, scope to the proposed project, the percentage of self-performed work and how that was accomplished, (3) Capability of obtaining performance and payment bonds for a project in the dollar amount listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: If qualified small, 8(a), HubZone or SDVSB business firms do not respond, this planned contract action will be converted to full and open competition.
