Description
The U.S. Army Aviation Applied Technology Directorate Ft. Eustis Virginia is conducting a Sources Sought Market Survey in accordance with FAR Part 10. This notice neither constitutes an Invitation for Bids (IFB) or a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. The North American Industry Classification System (NAICS) Code is 334519 and the Small Business Size Standard is number of employees 500. The Army requires a static blade balancer for use on all Army rotorcraft. This survey is being conducted to gain knowledge of sources possessing the capabilities to satisfy the U.S. Armys requirement for an Army Rotorcraft Blade Balancer through the use of commercial or Non-Developmental Items (NDI) systems. The Blade Balancer must balance tail rotor blades and/or tail rotor paddle assemblies and main rotor blade tip caps for AH-1, UH-1, AH-64, UH-60, OH-58 and CH-47 helicopters through the use of adapter kits and/or accessories. It must be upgradable to balance ARH, UH-72 and modified blades on existing series helicopters. The Blade Balancer must measure the actual weight of the blade, must calculate the center of gravity and span-wise/cord moment of the blade and must display the results to the operator. The blade balancer must provide adjustments and/or a procedure that uses the existing blade balance hardware that will balance to factory acceptance specifications for each blade. The Blade Balancer must be capable of completing blade balance within one hour. The Blade Balancer must include a balance acceptance criteria function that identifies blades that are acceptable for use and require no balance adjustments. That criterion shall be the factory acceptance span moment 30% of the available dynamic balance authority. The Blade Balancer must not interface with aircraft power. It must be a stand alone piece of ground support equipment not used directly on any aircraft. The blades must be removed from the aircraft and placed on the Blade Balancer. The Blade Balancer must be self calibrating. The Blade Balancer must be capable of being operated by only one person. Additional people may be necessary to assist in handling and loading the blades onto the machine. The Blade Balancer must store and be capable of printing out the blade data. Interested Vendors are invited to submit a (3) page White Paper providing a description of their system.The White Paper shall include, as a minimum: 1) A description of the system and the validating information supporting claims that the proposed system meets the above performance capabilities; 2) Product literature; 3) Past performance information; and 4) Price schedules/catalogues (not included in the page count). Respondents must also include information regarding 1) customary practices (include warranties, discounts, etc.) under which commercial sales of the product are made, and 2) requirements of any laws and regulations unique to the items discussed. Proprietary information submitted in response to this Sources Sought shall be marked accordingly and will be protected when clearly identified as such. Responses to this Sources Sought should be received no later than 31 JUL 2008. This announcement is for purposes of exchanging information to improve understanding of the Government requirement and industry capability and is for information and planning. This announcement must not be construed as a commitment by the Government and any information submitted by industry will not constitute an offer which could be accepted by the Government to create a binding contract.
