- FA8620-05-C-3028-0053, LYNX SAR Upgrades and Enhancements: This is a pre-solicitation synopsis. The Aeronautical Systems Center (ASC), Predator Systems Squadron (658 AESS) intends to award a new delivery order on a sole source basis to General Atomics Aeronautical Systems, Inc. for upgrades and enhancements to the LYNX SAR Block 20 Radar. These enhancements include: replacing the GPS receiver module, redesigning the GPS LRU, and replacing the Mercury 750 Processors. This notice of intent is not a request for competitive proposals. General Atomics ASI is the sole designer, developer, and manufacturer of the Reaper system (which includes the LYNX SAR radar), and is the only firm that possesses the necessary knowledge, experience and technical data required to perform this effort. The government does not own the data rights for the system; therefore, to avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. The National American Industry Classification System (NAICS) code for this procurement action is 334511. Please indicate number of employees relative to the size standard of 750 for determination of small business status.
