Description
Copper Falls Trail Bridges Materials, Idaho Panhandle National Forests, Bonners Ferry Ranger District, Boundary County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-0281-S-08-0048 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is 500 employees. The North American Industry Classification Code is 321113 Sawmills. A quotation is requested for a complete superstructure materials package for construction of the three (3) Copper Falls Trail bridges to include: all timber and lumber (major components include: glued laminated stringers and diaphragms, deck planks, sills and backing plank, running plank, bridge posts and rails); all hardware and structural steel (includes anchor bolts to attach treated timber sill to gabions and all lag bolts. Only items not covered are nails.) Contractor is also required to submit shop drawings with detailed materials listing for Forest Service review and approval prior to fabrication. Inspection will be made at the delivery point and will consist of random sampling of the product(s) for conformance with specifications and quantity count. Required delivery to be made to the Bonners Ferry Ranger District located at 6286 Main Street, Bonners Ferry, ID 83805, or to a designated site within a 40-mile travel distance of Bonners Ferry, ID. Site will be capable of receiving shipment via a 65-foot flatbed freight truck. FAR 52.211-16, Variation in Quantity (APR 1984) applies to this solicitation and any resulting contract. (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping or packing, or allowances in the manufacturing processes, and then only to the extent, if any, specified in paragraph (b) (below) of this clause. (b) The permissible variation in quantity shall be limited to: 1 percent increase, 1 percent decrease, and applies to total contract quantity. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m. local time), excluding official Federal Government holidays. Contractor shall have entire order ready for shipment and possession by Government bridge contractor by August 25, 2008. The delivery date is not negotiable. The Government bridge contractor may elect to receive materials at a later date than August 25, 2008, but the successful quoter for this project will have the materials ready to ship as specified no later than August 25, 2008. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. One contract will be offered to the best value quote(s) made to the Government, considering availability, technical specifications and price. Quoters will include in their response a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, apply to this acquisition.
