Description
The 437th Contracting Squadron at Charleston Air Force Base, SC will solicit for a Pavements Indefinite Deliver Indefinite Quantity (IDIQ) Contract at Charleston AFB, North Charleston, South Carolina. Dollar magnitude for this contract is between $50,000 and a contract maximum not-to-exceed of $10,000,000 over a five-year period (base year and four option years). The performance time is five years (one base year and four option years). The work consists of furnishing all labor, equipment, materials, transportation, supervision and testing to accomplish the repair of street, parking lot, jogging trail and airfield pavements on Charleston AFB, North Charleston, SC and North Auxiliary Field, Orangeburg County, SC. Work to be performed shall include, but not be limited to: removal of pavement and base, repair of pavement and base, asphalt and concrete paving, patching, pavement milling, repairing and replacing curb and gutter, adjusting valve boxes, manhole rings and other utilities, clearing, grubbing, tree removal, excavation, grading, earthwork, compaction, stabilized base, prime coating, tack coating, pavement resealing, asphalt overlay, pavement marking, installation of drainage structures and piping, pavement resurfacing, pavement resealing, guardrails, silt fencing, temporary erosion controls and incidental related work. All elements of work shall include traffic control and both Horizontal and Vertical Survey work required for each delivery order. SDVOSB and HUBZone firms will first be sought by individual group. If a response from two or more qualified firms is received for any of the two categories, this requirement will be set aside. Should an insufficient number of responses be received in the two categories, the requirement will be issued unrestricted. Interested SDVOSB and HUBZone concerns should indicate interest to the Contracting Officer, in writing, as early as possible, but no later than 7 July 2008. NOTE: Asphalt is a volatile commodity for this contract. Risk to the government and the contractor from changing asphalt prices will be managed by capturing current local asphalt price adjustments at proposal time for each delivery order. Current asphalt prices will be determined by using the South Carolina Department of Transportation website of monthly price indexes (http://www.scdot.org/doing/monthlyindexes.asp). NOTE: If this requirement is set aside, FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A copy of your letter from the VA certifying your status as a SDV or a copy of the certificate issued by SBA of your qualifications as a HUBZone or 8(a) concern; (b) A positive statement of your intention to bid on this contract as a prime contractor; (c) Evidence of recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contacts with current telephone numbers and percent and description of work self-performed; (d) Evidence of bonding capability to $3M (to cover all awarded Delivery Orders in work). All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested SDVOSB and HUBZone concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDVOSB or HUBZone concern. If adequate interest is not received from SDVOSB or HUBZone concerns, the solicitation will be issued as unrestricted without further notice. The applicable NAICS code is 237310 with a small business size standard of $31,000,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 July 2008 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
