- This Pre-Solicitation Notice is issued to advise industry that a solicitationwill beforthcoming for services in providing engineering installation planning andequipment/system fabrication, grooming/de-grooming, testing andrepair/refurbishment, technical documentation, life cycle maintenance,Electromagnetic Compatibility / Electromagnetic Interference (EMC/EMI) plans,surveys, and corrective actions for electronic/communications system(s)equipment. The majority of the work required under this contract us envisionedto fall within the following areas: Design, Engineering & Tech Support;Groom/De-groom Antennas & Communications Equipment; Test andEvaluation; Training Support; ISEA Services; and Program Management. AnIndefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee, Performance-Based contract is anticipated. The planned contract is estimated at $8.2Million, over a five year period (includes one base year and four one-yearoptions). This is a follow-on contract to N65236-03-D-7714 with Central Radio.The NAICS is 541330, and the applicable size standard is $25.0M. Subjectprocurement is unrestricted, with award to be made via full and opencompetitive proposals. The anticipated award date of the subject contract isscheduled for MARCH 2009. Draft Copy's of Section L, Section M and theStatement of Work related to this procurement are attached. The solicitationand any documents related to this procurement will be available over theInternet, on or about 23 JULY 2008 at the SPAWAR Business OpportunityWebsite, located at the following address: http://E-Commerce.spawr.navy.mil.It is the offeror's responsibility to monitor this site for the release of thesolicitation and amendments (if any). Potential offerors will be responsiblefordownloading their own copy of the solicitation and amendments (if any). Nopaper distribution of these documents will be provided. All responsiblesourcesmay submit a proposal, which shall be considered at that time.
