- This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Part 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ540305 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provision and clauses are those effects through Federal Acquisition Circular 2005-26. Delivery and acceptance will be performed will be at Bethesda, Maryland. The National Institute of Drug Abuse on behalf of the National Institute of Mental Health has a requirement to purchase one head mounted eye tracker, which will allow participants to continue performance of motions during behavioral experiments. The specifications shall include the following 1) high spatial resolution (accuracy, <0.5 degrees), 2) High temporal resolution (~500Hz), to be able to present stimuli contingent on specific eye positions or on particular eye movements, 3) Wide field of view, to be able to monitor eye movements to stimuli presented both in central and peripheral vision, 4) Installation and Training and 12 month extended warranty. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The Provision at 52.212-12, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet technical requirements within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with it offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition and Clause. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders commercial items, applies to this acquisition. The quotations are due June 23, 12:00PM EST and will be submitted electronically to gregoryk@nida.nih.gov.
