- The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered RFP AG-0116-S-08-0047 on or about JULY 3, 2008, for the TRAITORS COVE PUBLIC WORKS project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after JULY 3, 2008, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS. The FebBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the KETCHIKAN listing. PROJECT DESCRIPTION. The TRAITORS COVE PUBLIC WORKS project consists of 2.47 miles of new road construction using the Linear Grading method with THREE Options; Option One is for 2.02 miles of new road construction using the Linear Grading, Option Two is for 1.52 miles of new road construction using the Linear Grading, and Option Three is for.92 miles of new road construction using the Linear Grading method. The construction includes clearing and grubbing, excavation and embankment, furnishing, hauling and placing road material for the traveled way including turnouts/pullouts, parking areas and approach road intersections, installing culverts, quality control and quantity measurement, certification for quality and quantity, erosion control, mobilization, pit development, and seeding and fertilizing. The intent of this contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract. PROJECT LOCATION. This project is located on Ketchikan-Misty Fiords Ranger District of the Tongass National Forest. The project area is located in three locations near Traitors Cove and Neets Bay. The project is only accessible by floatplane or boat, and is located approximately 27 miles NE of Ketchikan and the Neets Bay project area is approximately 32 miles NE of Ketchikan, this community is located in SE Alaska. Prospective bidders are urged and expected to inspect the site where the work will be performed. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. Estimated price range: between $500,000 and $2,000,000. Contract type: firm-fixed-price. Period of performance: 725 days after issuance of notice to proceed. Solicitation type: REQUEST FOR PROPOSAL, posted on this FedBizOpps website for viewing and printing on or after JULY 3, 2008. Bid opening date: 30 days after solicitation issuance. Contract award date: within 60 days after bid opening. Notice to Proceed date: within 15 days after contract award. Required bonds: bid bond with the bid and performance and payment bonds after award of a contract. OBTAINING A SOLICITATION. Prospective bidders are expected to obtain the solicitation from the Internet. However, a prospective bidder may request a paper copy by faxing a note to 907.228.6254 specifically requesting a paper copy of solicitation RFP AG-0116-S-08-0047. In such a case, a copy will be put in the mail. Telephone requests cannot be honored. PARTICIPATION. This project is a Total Hub-Zone Set-Aside. All responsible sources may submit an offer which shall be considered. The Small Business Competitiveness Demonstration Program (see FAR Subpart 19.10) applies, and a HUBZone set-aside (see FAR Subpart 19.13) is contemplated. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before JUNE 20, 2008. Indeed, all prospective bidders are invited to notify the contracting officer of their interest in the acquisition. FOR MORE INFORMATION.
