Description
NASA Dryden Flight Research Center (NASA-DFRC) has a requirement for one each ZonalDryer system (CTT System part number 4000-000), to be acquired for a specially modifiedB747-SP aircraft in support of the NASA-DFRC SOFIA project.The Government intends to procure this item from CTT Systems AB(CTT), a Swedish basedtechnology company (Ulf Liljenberg, CTT Systems AB, Box 1042, Nykoping, Sweden 611 29). The authority for proceeding with this procurement without full and open competition is10 USC 2304(c)(1)Only One Responsible Source.The engineering and technical supportrequires design, modification drawings, systems and software specifications andintellectual property which are proprietary to CTT and unavailable from any othercompany. In addition the aircraft interface has been designed to be compatible withexisting CTT dryer configuration.The SOFIA program is getting ready to enter the open Door Phase of flight testing andwill require a fully functinal Cavity Environmental Control System (CECS) to preventmoisture from forming inside the telescope cavity during descent and landing. The ZontalDryer is a critical element of the CECS.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 1, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
