The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the OF-612, applicants shall provide a resume and three written reference letters including contact information. Applicants are also requested to provide their full mailing address (fax, telephone and/or e-mail where applicable). MARKET VALUE: FP 3 to FP 2 $62,631 - $113,509 7.PERIOD OF PERFORMANCE: Sept 2008 - Sept 2009 extendable 8.PLACE OF PERFORMANCE: Bogota, Colombia 9.JOB DESCRIPTION: See below I. - STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. Background: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. The position provides planning, maintenance support and contract oversight for the Colombian National Police Aviation program and its fleet of DOS/INL aircraft. The end game of the CN Aviation Program in Colombia is the curtailment of the supply of illegal drugs from Colombia through aerial and airmobile eradication of drug corps, interdiction of refining laboratories and trafficking activities, and related enforcement operations. B. Purpose: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance Advisor for the Colombian National Police Aviation Program. The incumbent serves as in-country aviation maintenance advisor to assist the Senior Aviation Advisor for the ARAVI Program in Colombia by providing aviation maintenance oversight for both rotary wing and fixed wing aircraft, including Quality Control, Production Control and armament expertise for program implementation, direction and execution oversight. The incumbent advises/oversees and to assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, Quality Control, Production Control, and logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting Office of Aviation assets. C. Supervisory Controls: The incumbent reports to and is supervised by the ARAVI Senior Aviation Advisor; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the aircraft factories or supporting companies. Complete work is reviewed for timeliness and effectiveness. 6. STATEMENT OF WORK A. Perform oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. This oversight includes, but is not limited to reviewing contractor maintenance and logistics procedures, and monitoring contractor maintenance and logistics operations. Submits periodic written evaluations of the contractor’s activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to maintenance and logistical support for inclusion in the monthly award fee evaluation; B. Assists the Senior Aviation Advisor in directing and coordinating both fixed wing and rotary wing maintenance and logistical support within Colombia for the purpose of destroying opium poppy crops and coca through aviation support in the eradication effort and providing maintenance, maintenance training and logistical support for the program; C. Develop, coordinate, organize, and implement comprehensive aircraft maintenance and logistical support systems and procedures for the NAS. These operational systems and procedures include, but are not limited to the Department of State Maintenance manuals, ARAVI SOP’s, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment procedures in support of host nation operations throughout Colombia. Oversee the Maintenance Test Pilot Standardization Program in Colombia. D. Provide general direction and guidance to the contractor and host nation aviation maintenance and logistics activities and personnel for the purpose of providing adequate assets in support of destroying opium poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, other federal agencies, and host nation agencies for the purpose of providing maintenance and logistical support to the aerial eradication and interdiction operations; and E. Collect, review, and disseminate data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of the ARAVI/NAS. 7. REQUIRED SKILLS/ABILITIES A. U.S. citizen, subject to State Department Secret level security clearance; B. In depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation; C. In depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents; D. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support; E. Basic knowledge of computer based maintenance and logistical support programs; F. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance and logistics management. Should have a basic knowledge of command communications, government intelligence procedures, and aircraft maintenance and logistics management procedures; G. Certification as a FAA Airframe and Power-plant mechanic is highly desirable; H. Experience as a military or a commercial rotary wing Maintenance Examiner is highly desirable. I. Ten years experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs; J. Experience in turbine powered fixed wing aircraft maintenance is highly desirable; K. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program is highly desirable; L. Knowledge of armament systems is desirable; M. Knowledge of and skill in operation of desktop computer based word related documents; N. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830; O. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating is highly desirable. P. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education is highly desirable; Q. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of aircraft used by the Office of Aviation; and R. DOS 2+/2+ Spanish Language. II. Evaluation Criteria Factor 1: Offeror's experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircraft maintenance and logistical support systems and procedures. Offeror's demonstrated experience in performing oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. Value: 30% Factor 2: Offeror's demonstrated experience in managing maintenance test pilots and developing a maintenance test flight program. Value: 25% Factor 3: Offeror's experience in directing and coordinating both fixed wing and rotary wing maintenance and logistical support and in providing maintenance, maintenance training and logistical support for programs. Value: 25% Factor 4: (Past Performance). Offeror's previous experience and quality of performance.
