Description
Notice of Intent to Award Requisition No. W81PN281580002000 The Contracting Center of Excellence (CCE) intends to award a sole source contract for 12 months for Suicide Prevention Training with Living Works Education, Inc., 208-1615 10th Ave SW, Calgary, Alberta, T3C0J7. This Suicide Prevention Training is to support the mission of the US Army DCS G-1 (ODCSPER) located at Washington, DC. GENERAL INFORMATION: The working assumption of the Suicide Prevention Program is that an undetermined number of Soldiers, DA civilians and their family members may be at risk of suicide. Congress and the senior leadership recognize the Suicide Prevention Program is vital to maintaining mission effectiveness through individual readiness. Sustainment of this program generates substantial, positive public reaction, generating increased political support for U.S. objectives Army-wide. Also anticipated is increased operational effectiveness as effects of prolonged stress and family separation are mitigated through this program. SCOPE OF WORK: The contractor shall furnish certified trainers to conduct suicide intervention and risk assessment training for the Army Suicide Prevention Program. The contractor shall support the Program Manager (PM) Army Suicide Prevention Program (ASPP) by providing trainers and training materials, briefings to the Director of Human Resources, as required by the Program Manager - ASPP. The PM ASPP acts as the Army's executive agent by providing direction and oversight in the execution of the Suicide Prevention Program. The primary objective of this requirement is to maintain a proactive and effective Suicide Prevention Program for Soldiers, Department of the Army (DA) civilians, and their family members. This action will result in a Firm-Fixed Price contract for four (4) each training classes of up to twenty four (24) persons each over a period of performance of one (1) year (approximately July 2008 through June 2009). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after date of publication (NLT 28 June 2008, 3:00 pm EDT) of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
