Document Type: Pre-solicitation NoticeSolicitation Number: PR-R5-08-10132Posted Date:Classification Code: Contracting Office Address:Environmental Protection Agency, Acquisition and Assistance Branch, Region 5, 77 West Jackson Blvd., MCC-10J, Chicago, IL 60604 Description: NAICS Code: 493110 The U.S. Environmental Protection Agency (EPA) intends to procure warehouse services for the management of its equipment and supply inventories located at its warehouse facilities in San Francisco and Los Angeles, CA, using negotiated contracting procedures under Part 15 of the Federal Acquisition Regulations. This procurement is a total set-aside for SBA-certified small business concerns under the Service Disabled Veteran Owned Small Business (SDVOSB) program only. A separate solicitation will be made available within 30 days from the publication date of this notice. This requirement is for the management of equipment and supplies owned by EPA Region 9, for use by its Emergency Response Team (ERT). The contractor will be responsible for providing 24 hours a day, 7 days a week readiness of all materials and equipment in the warehouse in support of the EPA On-Scene Coordinator (OSC) and its environmental response contractor network. The contractor will be required to perform inventory control, track and schedule necessary maintenance according to manufacturer?s recommendations, and allow for one hour availability of vehicles, equipment, or supplies when requested by an OSC. Other than minor maintenance or cleaning, the contractor will not be required to perform scheduled maintenance of equipment or any major cleaning or calibrations. The contractor will use an electronic system already in place to track inventories at these facilities. The San Francisco warehouse is located within the City of San Francisco and is approximately 6000 square feet. It contains a response vehicle and a trailer, electronic or scientific equipment, and consumable supplies used at the sites of environmental cleanups. The Los Angeles warehouse holds a vehicle, equipment, and supplies. The warehouse will be at a location to be determined within the Los Angeles metropolitan area and is anticipated to be approximately 6000 square feet in area. The contract will be placed by Region 5, located in Chicago, IL, and administered by Region 9, located in San Francisco. The EPA expects to award the contract on or about September 30, 2008 with the period of performance to begin December 1, 2008. The contract will be a performance-based, fixed price (with cost reimbursable line items) type of contract. The contract will have a one year base and four one year options. The majority of work under this contract will be performed at the warehouse locations; some incidental travel in the performance of the contract may be required in the immediate area (post office, etc.). In emergency situations, as determined by the OSC or PO, it is anticipated that delivery of emergency response vehicles, equipment, and supplies to emergency response locations will be required.
