Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Synopsis N00178-08-R-1008 replaces synopsis N00178-06-R-1048, which was posted on August 16, 2006. The requirement has not changed; however, due to the amount of time that has passed, this requirement is being synopsized for a second time to assess the current market conditions. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to award on a Sole Source basis a Cost Plus Fixed Fee contract to General Dynamics Armament and Technical Products (GDATP), 128 Lakeside Avenue, Burlington, VT 05401. NSWCDD has a requirement for technical support and capabilities required to develop/maintain Gatling gun technology and ammunition. NSWCDD needs to maintain this technology to support the 20mm Gatling gun used in USN gatling gun systems and ammunition. Gatling guns are used in the surface Navys PHALNX Close In Weapon System (CIWS) and in USN/USMC combat aircraft (fixed and rotary wing) as well as USAF combat aircraft. Technical engineering capabilities are required to support commonality between USAF, USMC, and other Navy programs. Technical support includes: engineering analysis and design trade-off studies, gun and associated component design work, Computer Aided Engineering Design (CAED) and Finite Element Analysis (FEA) modeling of designs and in-service parts, Rapid Prototyping of design and fabrication of parts, high quality engineering design prototype fabrication for final products using castings, weldments, or machining operations on Original Equipment Manufacturer (OEM) Gatling guns (or other high rate of fire guns or cannons) and associated components. Support includes testing of fabricated items, components or gun sub-systems, quality control and analysis of manufactured parts (design, pre-production, or production) and reporting of results in quality reports suitable for government publication in technical documents. Engineering design, analysis, fabrication, testing and reporting will support government programs using rotary and high rate of fire guns in support Gatling gun systems, ammunition, and other support or maintenance equipment. This requirement is a follow-on to the support provided by GDATP under N00178-99-C-1007. The period of performance will be date of contract issuance through five years. GDATP is the OEM and has unique capabilities and expertise in the analysis, design, and fabrication of Gatling gun (and minor caliber gun) systems and their associated munitions and ancillary systems. GDATP is also the original designer, current developer and manufacturer of all modern high rate of fire Gatling guns and the supplier of the OEM ammunition handling systems for USN PHALANX and USN aircraft systems. The solicitation was issued 1 November 2006 and the requirements have not changed. The anticipated award date is 01 August 2008.
