Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis-solicitation is issued as a request for proposal W91248-08-R-0011. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The NAICS code is 327390 and the small business size standard is 500 employees. NOTE: Solicitation is 100% set-aside for small business concerns whose production facility is located within 60 miles of Fort Campbell, Kentucky. The requirement is for a total of sixteen (16) each Concrete (Reinforced) Training Blocks. Blocks will be utilized to replicate external sling load operations for UH-60 and CH-47 aircraft. Blocks shall be fabricated to provide specific weights as follow: Item 0001: Four (4) each 1,500 lb. blocks; Item 0002: Four (4) each 4,000 lb. blocks; Item 0003: Two (2) each 6,000 lb. blocks; Item 0004: Four (4) each 12,000 lb. blocks; Item 0005: Two (2) each 18,000 lb. blocks and Item 0006: Quality Assurance and Load Testing for all sixteen (16) blocks. After successful completion of quality assurance load testing, all blocks are to be delivered to Ft. Campbell, KY. Exhibits specific to the Fabrication, Proof Load (Testing) Recommendations of the Blocks and required Submittals are incorporated and made a part of this solicitation. Exhibits are available on the Directorate of Contractings website https://doc.campbell.army.mil/default.asp. See Exhibit A, Drawing GCI-F-02047, Concrete Training Blocks; Exhibit B, AMSRD-NSC-AD-AD Memorandum dated 13 Aug 05, Subject: Preliminary changes to Helicopter Sling Load (HSL) Training Blocks and Required Changes for 4000 lb Training Block; Exhibit C, Training Block Proof Load Recommendations; Exhibit D, Concrete Training Block Submittals; and Exhibit E, Addendum to Drawing GCI-F-02047. The provision at 52.212-1 Instructions to Offerors Commercial Items, is applicable to this solicitation. The Government intends to make a single award for all items to low-priced technically acceptable offeror. The provision at 52.212-2 Evaluation Commercial Items, applies to this solicitation. If an offeror has not completed the annual representations and certifications at the ORCA website, offerors are to complete paragraphs (b) through (i) of FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items and submit with their offer. The contract clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. Contract clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is also applicable with the following additional DFARS clauses cited therein applicable: 52.203-3 Gratuities; 252.225-7001 Buy American Act and Balance of Payment Program (The Contractor shall deliver only domestic end products unless, in its offer, it specified delivery of other end products in the Buy American Act Balance of Payments Program Certificate provision of the solicitation); 252.225-7012 Preference for Certain Domestic Commodities; 252.227-7015 Technical Data Commercial Items; 252.227-7037 Validation of Restrictive Markings on Technical Data; 252.232-7003, Electronic Submission of Payment Requests; 52.243-7002 Certification of Requests for Equitable Adjustment; 252.247-7023 Transportation of Supplies by Sea; 252.247-7024 Notification of Transportation of Supplies by Sea; and 252.211-7003 Item Identification and Valuation.
