- The Space and Naval Warfare Systems Center, San Diego (SSC-SD) intends toaward a Firm Fixed Price commercial purchase order on a Sole Source basis toAmerican Telephone and Telegraph (AT&T) for the procurement and installationof a 911 emergency dispatch operation for the Navy C41 program at theCommander Navy Region Southwest (CNRSW). The AT&T Power911 (5.1)/Viperis the only known system that can be configured with the existing AT&T Positronsystem to pass emergency calls to the 911 operator Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) andFAR 6.302-1, Only One Responsible Source and no other supplies or serviceswill satisfy agency requirements. The proposed contract action is for supplies or services for which theGovernment intends to solicit and negotiate with only one source under theauthority of FAR 6.302. Interested persons may identify their interest andcapability to respond to the requirement or submit proposals. This notice ofintent is not a request for competitive proposals. However, all proposalsreceived within 5 days after date of publication of this synopsis will beconsidered by the Government. A determination by the Government not tocompete with this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information received willnormally be considered solely for the purpose of determining whether toconduct a competitive procurement. A sole source solicitation will be issued. The solicitation will be transmittedtothe sole source contractor by means other than posting it publicly on theSPAWAR ECC Business Opportunities web site.
