Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Hamamatsu Corporation, 350 Foothill Road, Bridgewater, NJ 08807, for the purchase of a CMOS Flat Panel Sensor. The reference number NHLBI-PB-(HL)-2008-118-DDC. The Government’s estimated expected delivery date is thirty calendar days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The technical specification required for the CMOS X-ray sensor must consist of at least 600 by 600 pixels, Pixel size 200 x 200 um, sensitivity of at least 6000 lsb/mR. It must be able to take 30 frames per second, and control by a computer using Labview software. The output image must be as least 12 bits. The X-ray sensor must work in a strong magnetic field, and be able to detect X-rays at a 45-degree angle. The unit cannot be any more than 20 mm thick and must not have a metal enclosure or other large metal parts. Market Research conducted by the Government has determined that the equipment can be provided only by Hamamatsu Corporation. The sole source determination is based on the fact that the Government is starting a project to combine x-ray and MRI imaging. This requires placing an x-ray imager in the patient’s bed of an MRI scanner. In order for this to be accomplished, the Government requires a sensor that is flat with high magnetic field and also has few metal parts (as describe in the above specifications). The Hamamatsu C10322D is the only flat panel sensor that is not in a metal enclosure. The sensor will involve doctors being near the patient as the x-ray images are taken. Therefore, it is to the Government’s best interest to purchase a sensor that will reduce the exposure of radiation as much as possible. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing. Size Standard is 500 employees. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
