- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER: The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, intends to issue a purchase order on a sole source basis to The Pennsylvania State University, Department of Mechanical and Nuclear Engineering, 337 Leonhard Building, University Park, PA 16801. The purpose of this contract is to develop a prototype project. It's ultimate goal is to facilitate a line of research to help reduce the incidence of musculoskeletal disorders caused in the workplace. The Department of Mechanical and Nuclear Engineering at the Pennsylvania State University, is uniquely qualified to accomplish this prototype development because of their long-standing, demonstrated expertise in both engineering mechanics and 6DOF biomechanics of human movement. Colleagues at this university, in Biomechanics and in Industrial and Manufacturing Engineering, enhance the ability to complete the project successfully. The combination of colleagues in such close proximity is also unique. There are portable, kinematic sensor systems available (inertial and optical-fiber based), but these are integral with full-body suits that would not be practical for field investigations due to heat and interference effects. Access to raw data is limited with these off-the-shelf suits, greatly compromising the ability to extract data needed for custome applications. These systems do not provide the required kinetics. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. The government will review any/all capabilities statements and and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Pennsylvania State University, Department of Mechanical and Nuclear Engineering as the only source and a purchase order will be issued without any additional notices being posted.
