- Tensionmeter and Accesoories Solicitation No. 2008-4431-013 The USDA, ARS, Mid South Area, intends to Sole Source purchase a KSV Sigma 701 Tensionmeter and accessories from KSV Instruments of Monroe, CT. T his is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation number 2008-4431-013 is being issued as an Invitation for Bid. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors are to provide a bid for the following: SPECIFICATIONS: Need an instrument with the ability to measure many interfacial phenomena. Minimum required specifications: •· Measures or calculates: Surface Tension, Interfacial Tension, Dynamic Contact Angle, Critical Micelle Concentration, Adsorption behaviour of solids, powder & (single) fiber wettability, dispersion sedimentation, liquid density, surface free energy of solids and critical surface tension. •· Includes software for all (above) data collection and calculation of properties. •· Measuring range: 0.01 - 1000 mN/m •· Weighing resolution: 0.01 mg (10 ug) •· Force resolution: 0.01 uN •· Contact Angle range: 0 - 180 •· Contact resolution: 0.01 •· Software control of sample temperature: -10... 80 C w/ optional accessories for wider range. •· Stage speed 0.01 - 500 mm/min •· Stage positioning resolution 0.015 μm •· Lifting length: ³ 75mm •· Direct readout of sample temperature •· Includes calibration kit •· Fully automatic dispenser for CMC or dilution measurements •· Exports data to Excel •· Automatic calculation of ring correction values •· Measurements via Wilhelmy play or Du Nouy ring method This equipment shall be delivered F.O.B. Destination to the USDA, ARS, located in Stoneville, MS. "This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P)" Equipment Line Items: UNIT NO.
