- The Federal Bureau of Prisons is seeking concerns having the ability for providing Performance-Based Residential Reentry Center (RRC) services for male and female adult offenders held under the authority of United States statutes; and for Mothers and Infants Nurturing Together (MINT) Program services for female offenders (limited to Bureau of Prisons’ inmates only) held under the authority of United States statutes located within the city limits of Fort Worth, Texas (Tarrant County). The MINT Program will be in a separate facility adjacent to the main RRC. The facilities cannot be a part of a hotel or motel. Residential services include care, custody, control, accountability, and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons’ Performance Work Statement entitled, “Performance Work Statement (Residential Reentry Center), October 2006, As Revised by the Dallas CCM Office, April 2008.” This is a firm-fixed unit price, requirements type contract. The services are estimated to be: 81% male–RRC services, 12% female–RRC services, and 7% female–MINT Program services for the three-year Base Period; 80% male–RRC services, 13% female–RRC services, and 7% female–MINT Program services for Award Term #1 and Award Term #2, each; 79% male–RRC services, 14% female–RRC services, and 7% female–MINT Program services for Award Term #3; 78% male–RRC services, 15% female–RRC services, and 7% female–MINT Program services for Award Term #4; 78% male–RRC services, 16% female–RRC services, and 6% female–MINT Program services for Award Term #5, Award Term #6, and Award Term #7, each. The estimated number of inmate days is: 92,064 for the three-year Base Period; 31,390 for Award Term #1; 32,120 for Award Term #2; 32,850 for Award Term #3; 33,672 for Award Term #4; and 34,310 for Award Term #5, Award Term #6, and Award Term #7, each. The solicitation will be available on or about July 14, 2008, and will be distributed solely through the General Services Administration’s Federal Business Opportunities website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP 200-1031-SC will be on or about September 12, 2008. All responsible sources may submit a proposal which will be considered by this agency. Faith-Based and Community Organizations Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
