Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD) in Washington, DC intends to award a purchase order to the Manufactured Home Research Alliance (MHRA) ofNew York, NY using Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures under the specific authority of FAR 13.106-1(b)(1). The purpose of this acquisition is to develop and evaluate guidelines for the administration and quality oversight of technical protocols used to produce and complete ENERGY STAR qualified modular homes that come from U.S. Housing and Urban Development (HUD)-certified manufacturing plants. Development of a set of guidelines for administering and overseeing the implementation of these protocols by stakeholders will enable builders of ENERGY STAR qualified manufactured homes to cost effectively produce ENERGY STAR qualified modular homes by utilizing existing quality control guidelines and compliance procedures inherent to the factory-built environment. Under this order, MHRA will (1) draft and vet a set of initial guidelines; (2) establish a core of qualified and experienced builders, modular manufacturers, certifiers and raters for participation in a pilot field test; (3) periodically report on the progress and results of the pilot; (4) conduct revisions to guidelines based on field test results; (5) vet revised guidelines; (6) develop a final set of guidelines after incorporating EPA's comments; and (7) publicize the availability of the final guidelines which includes writing articles for trade publications such as Modern Homes and giving presentations at modular industry events such as The Manufactured Housing Institute meetings. NO SOLICIATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. MHRA is uniquely qualified to develop and evaluate guidelines for the administration and quality oversight of technical protocols used for building ENERGY STAR qualified modular homes. MHRA's management and staff have detailed knowledge of the ENERGY STAR program and its technical guidelines for building and installing factory built homes, having applied to and been approved by ENERGY STAR as a national quality assurance provider for ENERGY STAR qualified manufactured homes. MHRA also assisted in the development of manufacturing and quality control procedures that laid the groundwork for what became the guidelines used by all plants to construct ENERGY STAR qualified manufactured homes. Thus MHRA has intimate knowledge of the technical and quality control processes that plants, builders and installers need to adhere to in order to build these homes. In addition, MHRA is the research arm of the manufactured housing industry. In this role, MHRA has detailed knowledge of how the manufactured and modular housing industries work and has the necessary contacts with manufactured and modular homebuilders, retailers, installers, industry trade associations, and state and local energy efficiency programs to combine the resources of these organizations to be more effective in jointly building, promoting, and installing ENERGY STAR qualified manufactured and modular homes as an opportunity to reduce energy consumption and improve air quality. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Reponses must be submitted in writing to Jami J. Rodgers, Contracting Officer, at rodgers.jami@epa.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government. The estimated value of this procurement is below the simplified acquisition threshold as defined in FAR Subpart 2.101.
