Description
NASA/JSC has a requirement for NASAs Orbital Debris Program Office (ODPO) atJohnson Space Center is carrying out its optical measurement research program on theMichigan Orbital Debris Survey Telescope (MODEST), located at the Cerro TololoInteramerican Observatory (CTIO) in Chile. Photometric light curves from MODEST and theODPO optical measurement laboratory are being analyzed along with results fromspectroscopic data to determine material type and shape of debris.NASA/JSC intends to purchase the items from Boeing, LTS, Inc.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Boeing, LTS has demonstrated the technical expertise and computer modeling skills toanalyze the time variable orbits of high A/m objects. Boeing, LTS has been NASAsliaison with the Air Force Space Command (AFSPC) to combine metric observations fromMODEST and AFSPC and to provide predictive positions needed for future observations ofhigh A/m targets. NASA needs to maintain this specialized technical support to acquireadditional observations to identify the composition and sources of the high A/m debris. Boeing, LTS personnel have strong backgrounds and expertise in obtaining and analyzingphotometric light curves of satellites and debris. Their active research programs withinBoeing, LTS will provide data reduction software and analyses to help interpretphotometric data from MODEST and our laboratory measurements of materials proposed to bethe source of the high A/m debris. In particular, they have been part of an experienced team of contractors that hassupported AFRL in the acquisition and analysis of observations obtained with the AMOStelescopes at the Haleakala observatory on Maui over the past several years. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
