- The Naval Air Warfare Center, Aircraft Division, Tomahawk Systems Test Program Office PMA-2805 has a requirement for Program Management Support Services and Engineering Support Services. The applicable NAICS Code for this requirement is 541330, business size standard of $25,000 and Federal Supply Code is R408. PURPOSE OF NOTICE: This is a notice that NAVAIR anticipates releasing a Request for Proposal under Solicitation number N00421-08-R-0038. This is restricted to 8(a) companies. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. SOLICITATION: The solicitation requesting formal Request for Proposals will be posted on NAVAIR web site http://www.navair.navy.mil/doing_business/open_solicitations/. Estimated release date is 15 July 2008. It is the potential offeror's responsibility to monitor this site for release of any solicitation, amendments and answers to any questions. Telephone inquiries will not be accepted. It is the Governments intent to award a Performance Based single hybrid Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) contract to the offeror who provides the best overall value to the government, cost and non-cost factors considered. Paper copies of the solicitation or amendments will not be mailed. INCUMBENT: This action is a follow-on to a Program Management Multiple Award Contract (PMMAC) contract N00421-04-D-0042 DO 0002. The incumbent contractor is Preferred Systems Solutions, 3040 Williams Drive, Suite 505, Fairfax, VA 22031-1461. PERFORMANCE LOCATION: Approximately 80% percent of the requirement will be on-site and 20% percent of the requirement will be in the field or at the contractor’s facility. PERIOD OF PERFORMANCE: The Period of Performance is estimated to be one base year plus four one-year options with performance commencing approximately 1 November 2008. The estimated total level of effort is approximately 58,080 man-hours over the five-year period; approximately 11,600 man-hours per year. RESPONSE DEADLINE: This office will e-mail a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information.
