Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort is to seek qualified sources capable of provided a workshop for Immersive Training Program to Foster Adaptive Thinking. 1. Background. In FY 03, TRADOC established the Immersive Training Workshop (ITW) in response to CG TRADOCs interest in scenario-based game design as a means of enhancing courseware. Since that time, TRADOC has contracted with expert sources to conduct Immersive Training Workshops (ITW) and Video Teletraining (VTT) sessions that familiarize trainers with instructional design and learning strategies used within immersive courseware. Today, the Contemporary Operating Environment (COE) requires that TRADOC identify ways to train adaptive, creative and critical thinkers to operate effectively in a volatile environment. 2. Scope of Work. The location will offer a 3-day Teaching and Technology Workshop at their facilities as described in paragraph 3.1 below, and include a tour of a CAVE Automatic Virtual Environment (CAVE) for 20 Army trainers/instructors. 2.1. The contractor shall ensure that the training will be college level instruction and only highly qualified university staff will fulfill the requirements of this task order. In addition, they shall ensure coordination with HQ TRADOC is accomplished. 3. Tasks. 3.1 Teaching and Technology Workshop -Develop agenda/outline for 3 days of training to include the following topics: o Using Concept Mapping software to Teach Complex Concepts o Motivating Your Students: Strategies for Design and Implementation o Student Response Systems (Clickers): Using Technology to Engage and Assess Students During Class and Revise Instructional Strategies on the Fly o Connecting Students through Online Interaction o Real-time Online communication o DyKnow: Using Tablet PCs to Increase Student Engagement o Introduction to Tablet PC o Windows Movie Maker: Editing Digital Video for Instruction o Did It Help? Evaluating the Use of Technology in your Courses 3.2. CAVE Tour _ Conduct a tour of the contractors CAVE Automatic Virtual Environment (CAVE) and discuss its application to technology-based immersive training. The CAVE is an immersive virtual reality environment where projectors are directed to three, four, five, or six of the walls of a room-sized cube. It is a 10x10x9 theater that sits in a larger room. The outside room must be free of light at all times while using the CAVE. The walls of the CAVE are made up of rear-projection screens, and the floor is made of a down-projection screen. The users will go inside of the CAVE wearing special glasses to allow for 3-D graphics that are generated by the CAVE to be seen. With these glasses, people using the CAVE can actually see objects floating in the air, and walk around them. The first CAVE was developed at the University of Illinois at Chicago; there are approximately 20+ CAVEs in existence worldwide. 3.3. Produce and duplicate student workbooks and deliver to selected installations. 4. ITEMS AND DELIVERABLES. DELIVERABLE PARAGRAPH DELIVERY/FORMAT One (1) Teaching and Technology Workshop on campus. 3.1 One tour of CAVE Automated Virtual Environment (CAVE) 3.2 Student workbooks 3.3 5. PERIOD OF PERFORMANCE: The period of performance for the Workshop shall be July-Sep 2008. Two option years subject to availability of funds. 6. PLACE OF PERFORMANCE: The contractor shall perform tasks at their location. 7. TRAVEL: There is no travel required for this Scope of Work. 8. GOVERNMENT FURNISHED PROPERTY/SERVICES: N/A 9. IDENTIFICATION of CONTRACTOR EMPLOYEES. a. Utilizing Electronic Mail: When prime Contractor or sub Contractor personnel send e-mail messages as a part of contract performance (or otherwise relating to contract matters), each sender shall include his/her name (both first and last names), e-mail address and the name of the individuals employer). 10. Reporting of Contractor Services and Manpower Accounting for Contractor Services: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://contractormanpower.army.pentagon.mil. The information to be reported is as follows: (1) Contracting Office, Contracting Officer, Contracting Officers Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Estimated direct labor hours (including sub-contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardization nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). *For in-theater contracts, requiring activities have the option of requiring more frequent reporting. Uses and Safeguarding of Information. Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. Subcontract Data. The contractor shall ensure that all reportable subcontract data is timely reported to this data collection web site (citing this contract/order number). At the discretion of the prime contractor, this reporting may be done directly by subcontractors to the data collection site; or by the prime contractor after consolidating and rationalizing all significant data from the subcontractors. Reporting Flexibility. Contractors are encouraged to communicate with the Help Desk identified at the data collection web site to resolve reporting difficulties. Changes to facilitate reporting may be authorized by the contracting officer or the Help Desk (under HQDA policy direction and oversight). Compensation costs are defined in the reporting instructions at the Army web site designated above. 13. Performance Criteria. Seventy percent (70%) of students must rate the workshop as successful IAW evaluation form distributed after each session. The students will be given questionnaires following each course and the results will be reviewed by the contracting officers representative after each session to calculate the course's success.
