Description
The Department of Health and Human Services/Program Support Center has a requirement for the Administration for Children and Families/Office of Community Services (OCS). Notice of 100% Small Business Set-Aside. Offers will be solicited only from small business concerns. Offerors should be registered in the Central Contractor Registration (CCR) database for NAICS code 541611 which has a size standard of $6.5 million. OCS administers nine (9) Federal programs. The mission of OCS is to work in partnership with states, communities, and other agencies to provide a range of human and economic development services and activities which ameliorate the causes and characteristics of poverty and otherwise assist persons in need. The aim of these services and activities is to increase the capacity of individuals and families to become self-sufficient, to revitalize communities, and to build the stability and capacity of children, youth, and families so that they become able to create their own opportunities. The mission of the Compassion Capital Fund (CCF), which is administered by OCS, is to increase the capacity of grassroots organizations and community coalitions to provide social services that support children, families, and communities. CCF seeks to help faith-based and community organizations build their capacity – that is, increase their effectiveness, enhance their ability to provide social services to serve those most in need, expand their organizations, diversify their funding sources, and create collaborations to better serve low income individuals, families, and communities. CCF currently administers three (3) grant programs: the Demonstration program, the Communities Empowering Youth (CEY) program, and the Targeted Capacity Building (mini-grant) program. The CCF National Resource Center (NRC) has been established to provide program management and administrative support to the CCF Program Office. Such support helps ensure that organizations awarded grants under the CCF Program or related programs are able to fully meet the objectives and goals of their awards and appropriately manage their grants. OCS’s requirement is to seek a single contractors to effectively manage and operate the CCF NRC. Requirements include: •Oversee and track major activity performed under the CCF program by grantees of the Demonstration program, the CEY program, the mini-grant program, or any other discretionary grant program administered under CCF. •Provide training and technical assistance to Demonstration grantees, CEY grantees, and mini-grantees, as well as any other discretionary grant program administered under CCF. •Serve as a repository and distribution center for information, tools, and resources needed by Demonstration grantees, CEY grantees, and mini-grantees, sub-awardees, partners, and other faith- and community-based organizations to improve their capacity, knowledge, and skills and assist with their programmatic and grants management. •Provide assistance to the CCF Federal staff in support of the mission of CCF. •Ensure that all Demonstration grantees, CEY grantees, and mini-grantees, as well as other organizations funded under CCF, have the resources, tools, and information needed to successfully accomplish the objectives of their awards. •Ensure that Demonstration and CEY grantees provide technical assistance and training to faith-based and community organizations that is effective and appropriate for their needs and reflects sensitivity to their cultural environment. •Ensure that Demonstration grantees improve their outreach to grassroots organizations historically not involved in similar initiatives and appropriately address the capacity building needs of such organizations. •Bring appropriate resources together to ensure that services that meet the needs of individuals, families, and communities most in need are improved and increased through the work of the organizations funded under CCF. •Plan, organize, and manage two annual conferences for CCF grantees that pull together expert information about effective methods and strategies for carrying out their grant-funded activities and managing their Federal awards. •Host, maintain, and expand the current CCF electronic clearinghouse, the CCF state-of-the-art websites, and the CCF grantee information database. The current CCF grantee database is a comprehensive, web-based system that allows NRC and CCF program office staff a central location to store and track information related to grantees. It allows the staff to find contact information, track consultations and contacts with grantees, see project information, descriptions, and funding levels, as well as upload and retrieve documents relevant to the grantee file. •Coordinate the gathering and analysis of grantee data in order to respond to annual requests under the Program Assessment Rating Tool (PART) to assess and improve program performance. It is anticipated that the contract will be for a base period of one year, with four one-year option periods. This is a presolicitation notice, not a solicitation. Solicitation number 08Y014464 will be made available on the Federal Business Opportunities (fedbizopps) website approximately 15 days after publication of this notice. Additionally, all amendments and responses to questions will be posted on the fedbizopps website. No telephone or faxed requests for the solicitation will be accepted.
