- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology laboratory, intends to negotiate with Dassault Systemes Simulia Corp., Providence, RI, on a sole source basis under the authority of FAR Subsection 13.106-1(b), for the purchase of renewal of Abaqus Analysis Tokens License for the period of 15 October 2008 through 14 October, 2009. Brand Name Justification: This requirement is for ABAQUS software license is required for a continuing project of nanoscale cantilevers using existing NIST ABAQUS licenses. NIST also owns existing applications developed for these projects that have been coded in the ABAQUS input language, and hence which require ABAQUS to run. No other software is capable of running these applications.. Based on the recent market research, NIST believes that Dassault Systemes Simulia Corporation is the only entity that can satisfy NIST’s requirement for renewal existing Abaqus licenses. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order to Dassault Systemes Simulia Corporation for this requirement. Interested parties that are authorized by Dassault Systemes Simulia Corporation to sell renewal of the aforementioned Abaqus tokens software license renewals may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Such written responses will be used solely to determine whether competitive procedures could be used for this acquisition.
