Description
Small Business Sources Sought: This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in this acquisition. The Northern Region Contracting Center (NRCC) intends to contract for program support for Training Support Systems (TSS) implementation and operations. TSS includes providing support for the Armys Sustainable Range Program (SRP) which includes two key components, the Range and Training Land Program (RTLP) and the Integrated Training Area Management (ITAM) Program; providing management of the TRADOC Virtual Training Environment; providing assistance to the Battle Command Training Center (BCTC); providing support for Training Aids, Devices, Simulators, and Simulations (TADSS); and providing technical support to the Leader Training Program (LTP) - National Training Center (NTC), Fort Irwin, CA. The TSS Support Contract effectively provides the Army the necessary support to manage Army ranges and land assets and enable an operationally relevant training environment for warfighters by: "Supplying a contractual framework to support the linkages that must be in place to have an effective, integrated approach for ensuring the long-term capability, availability, and accessibility of ranges and lands that support the Army's training and testing missions. "Integrating and standardizing Contractor support for the RTLP and the ITAM program. "Integrating this contract support with the facilities management, environmental management, munitions management, and safety programs to ensure sustained availability and accessibility of the Armys live-fire training ranges and maneuver training lands. "Providing contract support to effectively identify and mitigate encroachment challenges at all levels. "Working with and supporting HQDA, the Army Commands (ACOMs), the Installation Management Command (IMCOM) Regions and IMCOM, the U.S. Army Training Support Center (ATSC), the U.S. Army Environmental Command (USAEC), the National Simulation Center (NSC), other TRADOC HQ and Combined Arms Center agencies, and NTC to support an Army-wide uniform TSS. "Providing technical expertise in the field of munitions, emissions, small arms ranges, and unexploded ordnance (UXO) detection and discrimination technologies to include demonstration and validation. Services shall be performed at CONUS and OCONUS installations. The services to be performed are: Contractor shall provide staff support as required to TSS action officers and planners at Headquarters, Department of the Army (DAMO-TRS), TRADOC Capabilities Manager-Live (TCM-L) at ATSC, NSC, other TRADOC HQ and Combined Arms Center agencies, and USAEC to include cost analysis, management support, automated tool support, and range sustainability and encroachment issues. Contractor shall provide staff support to the ACOMs, IMCOMs, and IMCOM Regions, as required, to TSS program managers including battle command training support, Training Support Center operations and TADSS management; range and land planners to include cost analysis, management analysis, and automated tools support; and provide management, technical and personnel support to the overall SRP, RTLP range operations and range modernization, ITAM Program, Sustainable Range Awareness (SRA), Training Requirements Integration (TRI), Land Rehabilitative and Management (LRAM), Range and Training Land Assessment (RTLA), and Geographic Information System (GIS) functions. "Provide technical expertise to the ACOM HQ for encroachment issues impacting the ACOM mission and outreach programs in support of the ACOM mission. "Contractor shall assist the Government with centralized GIS support and range program management support for the U.S. Army installations that are currently listed as SRP sites to DAMO-TRS support offices, and ACOM SRP offices. oProvide focused development of standard GIS databases, central GIS product and applications support to SRP, and other installation mission support offices, adhere to Federal, DoD and Army spatial data standards, and provide information delivery through all media: paper and digital maps, Internet applications, and analysis. "The Contractor shall support RTLP at the installation level. The RTLP provides for range operations and modernization to include management, coordination and integration of all aspects of internal functions and range staff, as well as coordination and integration of external functions of installation management at the Garrison Staff and IMCOM Region levels. Support also includes the procedures and means by which Army range infrastructure is managed, operated and maintained at the installation/site level. "Contractor shall assist the Government with their ITAM mission, which includes TRI, RTLA, LRAM, SRA, and SRP GIS support. The ITAM Program supports sound natural and cultural resource management practices to provide stewardship of land assets, while sustaining those assets to support training, testing, and other Installation missions. The contractor shall assist by providing central Installation oversight and management of all ITAM related tasks and functions including central management plans and reports that outline task completions, milestones, quality assurance, and quality control for all tasks. "Contractor shall assist the Government with Range Operations, which includes, but is not limited to, scheduling usage of ranges, operating and maintaining ranges and training areas, providing oversight of live fire exercises, and conducting sweeps for unexploded ordnance. "Contractor shall provide personnel to assist the Government in Range and Maneuver Area Maintenance, which includes, but is not limited to, processing range facility repair requests, and by providing field crews to maintain the ranges and maneuver area. "Contractor shall assist the Government with the operations and maintenance of Automated Targeting System which includes, but is not limited to, troubleshooting and repair of range equipment, requisition of repair parts from inventory, and set up and tear down of ranges to include mechanisms. "Contractor shall assist the Government in operations and maintenance of Combat Systems Range, which includes, but is not limited to, set up of targets, analyze and repair problems with video and communications equipment, repair target mechanisms, install new equipment, and test and verify training scenario target sequence. "Contractor shall assist the Government in ensuring range safety is integrated in all Army live fire range exercises through the development of policies, procedures and standards for firing ammunition and providing guidance for risk management in range operations. "Integrated Planning And Management oThe requirement to embed sustainable range planning into the Installation planning process defined in the Department of Defense Directive (DODD) 4715.11 and DODD 4715.12 Environmental and Explosives Safety Management on Active and Inactive Ranges and DODD 3200.15 Sustainable Range Management, shall be achieved by integrating all Installation plans that impact training and testing with the Installations Range Development Plan (RDP). The Contractor shall ensure full integration of all current and future actions affecting test ranges, training land, and maneuver lands with the RDP. "Munitions Management oThe Contractor shall provide the necessary support services to Installation Range Offices to develop and implement a Munitions, Unexploded Ordnance (UXO), and Range Residue Management Plan. "The contractor shall assist the Government with Range Sustainability & Mitigating Encroachment which includes, but is not limited to, identifying encroachment issues affecting the Installations training mission and range operations, develop measures and recommendations to counter projected encroachment, develop and update SRP outreach Installation support tools, conduct market surveys to determine public trends and attitudes toward live fire training, develop a national multi-media campaign to raise public awareness of the Armys sustainable range management actions, and provide support to Encroachment Condition Module development. The TSS support contract effectively provides management of the TRADOC Virtual Training Environment by: "TRADOC Capabilities Manager for the Virtual Training Environment (TCM Virtual) oThe contractor shall ensure that the combat development process of analyzing, determining and prioritizing Army virtual simulations requirements is in accordance with prescribed Department of Defense, Department of the Army and TRADOC directives and regulations oAssist the Government with the management of virtual simulation programs of record (e.g., Close Combat Tactical Trainer, Aviation Combined Arms Tactical Trainer, Engagement Skills Trainer 2000, Call for Fire Trainer, Synthetic Environment Core, et al) or emerging programs (e.g., Reconfigurable Vehicle Tactical Trainer, Driver Trainers, Dismounted Soldier Trainer, Counter-Improvised Explosive Devices, et al). "Aircraft Simulator Support oConduct continuous aircraft simulator requirements development for the latest aircraft systems, unmanned aircraft systems, and components for Utility Helicopter-60, Cargo Helicopter-47, Utility Helicopter-72, Attack Helicopter-64, Attack Helicopter -70, Observation Helicopter-58D, Hunter, Shadow, Raven, and Extended Range Multi-Purpose air vehicle and common ground station aircraft to support individual/crew and collective simulators including Aviation Combined Arms Tactical Trainer (AVCATT), Transportable Blackhawk Operations Simulator, Transportable Flight Proficiency Simulator, Flight School XXI, Longbow Crew Trainer, Aviation Reconfigurable Manned Simulator, and Cockpit Procedure Trainer - Image Generator high fidelity simulators. Contractor shall provide support and assistance to units and institutions to execute the Battle Command Training Strategy; provide unit trainers with training and exercise support services based on the units Mission Essential Task List (METL), training objectives and time available; and provide technical integration for exercises. Contractor shall provide maintenance and sustainment of TS-MATS and assist the Government in the development, staffing, approval, and publication of requirements documents for TADSS (Mission Needs Statements and Operational Requirements Documents) and provide Army installations with support with their Training Support Center operations and TADSS management. The TSS support contract effectively provides support to the Leader Training Program (LTP) NTC, Fort Irwin, CA by: oProvide the technical support necessary to allow the NTC to execute LTP training at Fort Irwin, CA using an interactive, event-driven automated simulation exercise that realistically stresses and develops brigade and/or battalion battle staffs ability to prepare for, synchronize and execute the Warfighting Functions (WFF) during the Military Decision Making Process (MDMP). Support includes providing instruction and tactical/technical advice during development of brigade and battalion operations orders, operating the NTC selected computer simulation program to provide the required computer simulation and digital device stimulation for training, developing and entering all weapons and force data, entering Government player staff Blue Force (BLUFOR) and NTC Opposing Force (OPFOR) generated operations, provides player staff feedback via input to staff After Action Reviews (AAR). oProvide the technical support necessary to allow NTC to export a mobile training team to off-site unit locations to conduct training using either an event-driven automated simulation as described above, or in a traditional class room setting, in the event that the training site does not have JCATS/JANUS, to realistically stress and develop brigade and/or battalion battle staffs ability to prepare for, synchronize, and execute the WFF during the MDMP. oPrepare and facilitate the presentation of practical application exercises based upon the NTC scenario that shall stress brigade/battalion staffs. These exercises shall include synchronization drills, war gaming techniques and the use of all doctrinal and unit Standard Operating Procedures (SOP) products utilizing the LTP Program of Instruction (POI) information handbook, and SOPs for these exercises. The exercises shall be conducted during LTP rotations. Documentation shall be prepared in a Government approved format for student handouts to support these exercises. oProvide training support for LTP and the rotational unit on all ABCS applications. Support includes basic operator knowledge, operator-level troubleshooting skills, basic understanding of Techniques, Tactics, Procedures, classroom set-up, assistance to Program Manager Subject Matter Experts as Assistant Instructors, and assistance in development of After Action Review products from the tactical system. The contractor is responsible for staying current on all new systems, software and hardware upgrades as furnished by the Government. The designated NAICS Code is 541990, All Other Professional, Scientific, and Technical Services, size standard $6.5M. Your response shall include the following information: size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), revenue for last three years, relevant past performance on same/similar work dating back no more than three (3) years and your companys capability to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
