Description
Contracting Office Address: Joint Munitions and Lethality, Life CycleManagement Command (JM&L, LCMC) Acquisition Center, Picatinny Arsenal, New Jersey 07806-5000. Description: This notice is a Sources Sought announcement. There is no solicitation available at this time. The JM&L, LCMC is conducting a Market Survery to identify potential sources. Project Directorate (PD) Acquisition Logistics and Technology Enterprise Systems and Services (ALTESS) is seeking sources to provide Business Continuity services to hosted technology-based datacenter customers. The new capability for web-based Business Continuity and Disaster Recovery planning will encompass an organizations technology recovery, business operations recovery and incident management. Duties may include gathering information from Army customer personnel, prepare draft Continuity of Operations materials, review draft materials with Army customers and draft final copies of disaster recovery and business continuity plans. The contracted company should be able to identify feasible alternative site for Army critical customer personnel functions, document facility infrastructure to support Army customer recovery, conduct desk checks on Continuity of Operations planning (COOP) currently in place, Hazard Vulnerability Assessments of locations site facility services such as water, power, and hvac. From the Hazard Vulnerability Assessment development of a Findings Report is conducted to identify gaps and recommend next steps. Contracted company shall also be able to conduct Operations Impact Analysis to verify that all vital records and critical computer applications have been identified with Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO). The contracted company at the offsite recovery center for the PD ALTESS organization building 450 on the Radford Arsenal, Radford, Virginia must be able to conduct an assessment of the facility infrastructure and conduct a Hazard Vulnerability Assessment. The contracted company must track all physical changes such as electrical, computer hardware/software, communications infrastructure that would affect the organization if a disaster or business interruption should occur. The contracted company shall conduct a Crisis Management Plan including the Recovery Plan Matrix used by Army customer executives during a disruptive event to quickly select appropriate actions to be taken by critical functions. The contracted company shall be able to plan and run a practice disaster exercise to be compliant with Army Regulation 500-3. The contracted company must be able to physically visit Army customer sites for all disaster recovery planning, establish agendas and prepare technical recovery solutions. The contracted company must be able to provide consulting services to PD ALTESS US. Army hosted customers must develop a training and awareness plan for disaster recovery and also train users in the use of an online web-based solution for updating disaster recovery plans. The consultants must be able to acquire and maintain a Secret clearance. The contracted company must be able to maintain support of the contract on an annual basis through an annual maintenance contract.
