Description
THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THE U.S. ARMY ENGINEER DISTRICT, NEW ORLEANS, IS SEEKING SOURCES FOR CONSTRUCTION SERVICES FOR THE GREATER NEW ORLEANS HURRICANE AND STORM DAMAGE RISK REDUCTION SYSTEM. THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-08-SS-0007. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurements to be used to obtain construction services for improving the Greater New Orleans Hurricane and Storm Damage Risk Reduction System (HSDRRS). The Government solicits a capability statement from all qualified construction companies. All civil works construction projects are located in Southern Louisiana. Work falls primarily within the NAICS Subsector 237, particularly 237990, but 236210 and 238 specialty trades could be required as well for certain projects or portions thereof. Improvements to the HSDRRS are in progress and the portion of the effort addressed in this Sources Sought synopsis consists of approximately 200 projects ranging from $1,000,000 to $750,000,000 in estimated construction costs, if each were bid separately. Approximately 134 contracts are scheduled to be awarded in calendar year 2009 for a total estimated construction cost within the range of $5,000,000,000 and $10,000,000,000. Reponses received from industry will be used to determine industrys capacity to complete the system on schedule (by 1 June 2011) in an environment of multiple competing forces working to rebuild the Gulf Coast during the next three years. Information will be used to determine whether separately bidding or combining projects will best attract qualified industry members to compete. The responses to this Sources Sought will help determine the appropriate acquisition decisions regarding the type of procurement, size of contracts and the number of contracts to be utilized to obtain construction services for improving HSDRRS. The projects features include heavy construction work for levees, floodwalls, pump stations construction or enlargement, culverts, U-frame canal work, concrete or stone armoring, fore shore protection, etc. Some projects will include steel or concrete pile driving; dredging and backfilling of flotation channel access; installing navigation aids; construction of new pedestrian bridges; elevation of mechanical, electrical and structural components in existing pump stations. Access to the jobsites may consist of both land and water access depending on the project in question. Some projects (i.e. pile driving, concrete placement, etc.) may require construction of a temporary work platform over/within the discharge basin. All interested companies are invited to submit a Capability Statement consisting of not more than five pages addressing the following: 1) Firm name, address, telephone, and fax numbers, 2) Past experience with heavy construction work 3) Indication of your performance and payment bond capacity per project, 4) Indication of your performance and payment bond capacity in aggregate; 5) Indication of whether your interest/capability is in smaller separate contracts, larger contracts combining projects, or both. Provide dollar value range of contracts for which you would be most likely to compete. 6) Indicate your business size for NAICS 237990 and all small business set asides for which your company qualifies (e.g. Small Business, 8(a), HUBZone, Service Disabled Veteran-Owned Business). 7) List of existing teaming agreements in place with other businesses. 8) Estimate what percentage of your capacity would be available for the Corps of Engineers work and what percentage will be otherwise engaged by the other forces participating in Gulf rebuilding activities. 9) From where do you intend to mobilize/obtain adequate land equipment for successful project completion? Own fleet, lease, which cit(ies), state(s)? 10) From where do you intend to mobilize/obtain adequate marine equipment for successful project completion? Own fleet, lease, which cit(ies), state(s)? 11) How and from where do you anticipate securing/maintaining adequate labor resources for successful project completion? 12) Which labor categories commonly required for the NAICS 237990 do you anticipate will be most problematic and what is your strategy for maintaining your companys workforce. 13) Do you expect to be able to maintain adequate levels of management personnel to successfully execute construction in Louisiana between 2008 and 2011? 14) What factors and/or constraints would motivate your company to pursue Corps work described in this Sources Sought or, alternatively, to direct your efforts toward other segments of the Gulf rebuilding efforts? IMPORTANT: Responses must be limited to no more than 5 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings. However, participation will assist the Corps in tailoring requirements to be consistent with industry capabilities, including available capacity of various segments thereof. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time may not be considered.
