Description
The work to be performed under the requirement consists of, but is not limited to, furnishing all material, equipment, labor, and transportation in performing all operations required for painting of walls and ceilings surfaces on the interior of buildings on Dover Air Force Base, Delaware, according to the contract in strict accordance with the specifications and drawings. Dormitories will be the majority of the buildings which will require painting under the contract. Work shall also include repair of gypsum board, wall covering, wood surfaces, and corner bead in preparation of painting and removal/replacement of cove base, and protection of items not to be painted, such as hardware items, lights, etc. The North American Industry Classification System (NAICS) code is 238320 with a size standard of $13 million. The approximate solicitation issue date is 24 June 2008. The solicitation will be issued for full and open competition. Offers will be evaluated utilizing best value procedures. All responsive offers will be considered by the agency. All firms offering on the requirement must be registered with the Central Contractor Registration (CCR) in order to receive award. Information regarding the process for registering may be found by visiting http://www.ccr.gov. Offerors must have active Online Representation and Certification (ORCA). The ORCA website is https://orca.bpn.gov. The solicitation will result in a firm fixed-price, indefinite delivery, requirements contract for a base period of 12 months or less, and four 12-month option periods. The project magnitude for the base period is estimated to be between $500,000 and $1,000,000. The project magnitude for the base period and all four 12-month option periods is estimated to be between $1,000,000 and $5,000,000 for the life of the contract should all of the option periods be exercised. The entire solicitation, including the specifications, will be made available only on the Federal Business Opportunities (FedBizOpps) web site at https://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon all interested vendors to review the site frequently for any updates/amendments to any and all documents. All prospective offerors interested in submitting a proposal on the solicitation must have a Commercial and Government Entity (CAGE) Code. In order to be included on the official listing of interested vendors, prospective offerors or interested parties must post the required information on the FedBizOpps web site as an interested vendor. No telephone or fax transmissions will be honored. 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
