- Under the Authority of Federal Acquisitions Regulation, part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Arthur Ciampa on a sole source basis to provide expert advice and assistance to the project director and team members for the Census of Juveniles in Residential Placement and Juvenile Residential Facility Census, both of which are sponsored by the Office of Juvenile Justice and Delinquency Prevention. Services provided include, but are not limited to the following tasks: Processing automated, internet, and manual data files; Preparation of record layout for data entry; Preparation of and testing of the data computer edit; Perform edit, Correction and imputation operations; Testing of data input screens completed by Information Systems. Conducting non-response and follow-up operations; Prepare access check-in database to monitor receipts; Prepare follow-up and mail-out listings form check-in database; Review preliminary and final imputed data files for accuracy and completeness; Assist in the preparation and delivery of survey documentation to the sponsoring agency; ensure the Census project manager has complete understanding of contractor's work which will enable him/her to become proficient in conducting the future censuses; Provide recommendations for improvements in future data collections; Completion of non-respsonse follow-up, edit and correction operations, and delivery of final imputed data files tables and survey documentation to the sponsoring agency; Continued transfer of knowledge to the new project manager regarding every aspect of conducting this census, enabling him/her to become proficient at conducting the census with minimal assistance during subsequent data collection cycles. The Census Bureau believes that Mr. Ciampas extensive knowledge and experience in juvenile corrections, and his overall knowledge of processing operations including data processing (for automated and manual data files), non-response follow-up, data entry, edit and imputation operations, has made him a leading authority on these tasks for all juvenile surveys and censuses in the CJSB. Mr. Ciampa's background as a former probation officer, and extensive knowledge on the subject matter for these juvenile surveys is critical to the future success of subsequent data collections. A purchase order will be issued for the period of July 14, 2008 through September 30, 2009. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs. If no affirmative written response is received, a contract may be issued to Arthur Ciampa without further notice.
