Description
DOC/NOAA/NESDIS Acquisition Management Division intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR Subpart 6.302.1, Other Than Full and Open Competition U.S.C. 253(c)(1)Only one responsible source and no other supplies or services shall satisfy the agency requirements. National Oceanic and Atmospheric Administration (NOAA) intends to award a firm-fixed price contract with a base and two (2) option periods. The proposed source is QWEST GOVERNMENT SERVICES, INC. The services being purchased are four T-1 Point to Point Private Line circuits between NOAA/NESDIS Wallops Island and Data Acquisition Station (WCDAS) located at 35663 Chincoteague Road in Wallops Island, Virginia and the new NOAA/NESDIS Satellite Operations Control Center (SOCC), located within the new NSOF Building in Suitland, MD. This contract will cover the monthly recurring charges for the existing four (4) circuits. The Government intent is to procure diverse telecommunication services between Wallops Island, VA and Suitland, MD. This procurement action accomplishes this requirement. Offerors who believe they can meet this requirement are to submit in writing an affirmative response. The National Industry Classification systems (NAICS) code is 517110, and the size standard is 1,500 employees. No written solicitation will be issued. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis. Proposal submissions must be submitted to the following contact person in acquisitions.
