- Implementation Secretariat The purpose of this contract is to obtain expertise to ensure United States Forces Koreas (USFK) successful transformation, as per the Strategic Transition Plan approved in June 2007, facilitating the stand-down of the Combined Forces Command (CFC) and USFK from a supported command to the new United States Korea Command (USKORCOM) supporting command as a part of the Implementation Secretariat (FKIS). The FKIS is responsible to the Deputy Commander, United Nations Command (UNC)/USFK for monitoring and assessing the overall implementation of the Strategic Transition Plan (STP) and transformation coordination between the US and Republic of Korea (ROK) staffs. The FKIS acts as a steering group to synchronize and coordinate actions necessary to complete transfer of wartime Operations Control (OPCON) to the ROK military. The FKIS coordinates with USFK staff on the STP task accomplishment to facilitate stand-down of CFC and USFK from a supported command to the new USKORCOM supporting command by facilitating OPR (office of primary responsibility) coordination, monitoring progress, analyzing and identifying problem areas, recommending/guiding solutions, reporting to USFK senior leadership, and matrixing specified tasks, implied tasks, and milestones. The FKIS directly interfaces and coordinates with the ROKs Chairman of the Joint Chiefs of Staff Combined Implementation Secretariat team and ensures the US and ROK STP actions are aligned and tracking towards completion by April 2012.
