- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Materials Science and Engineering Laboratory, intends to negotiate with COMSOL INC, 1 New England Executive Park, Suite 350, Burlington, MA, on a sole source basis under the authority of FAR Subsection 13.106-1(b), for the purchase of COMSOL all Platforms, Single User License. Brand Name Justification: This requirement for COMSOL licenses is for multi-physics simulations for the characterization of metallic nanoparticles and nanoshells of order 100 nm in diameter. The software must be able to solve the coupled physics problems: (i) surface plasmon resonances in ensembles of these particles in a large simulation space of order 10 micrometers in diameter; (ii) the resulting heating of these ensembles; and (iii) the dissipation of the heat in a surrounding volume. A list of requirements needed by the software is attached. Based on the recent market research, NIST believes that COMSOL, Inc. can meet these requirements in a timely fashion, i.e., the requirements are satisfied by their product Multiphysics, version 3.4, with the RF and Script modules. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order to COMSOL INC. for this requirement. Interested parties that are authorized by COMSOL to sell the aforementioned COMSOL software licenses may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Such written responses will be used solely to determine whether competitive procedures could be used for this acquisition.
