- Department of Defense Dependents Schools-Europe (DoDDS-E) intends to award a contract for student email services under the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996), Justification for Other than Full and Open Competition. The requirement is to provide email accounts for approximately 36,000 student and 4,000 teacher web-based email accounts. The base period of performance will be one year, with two one-year options. This requirement is a direct follow-on to Contract HE1280-07-P-0049, currently in place until 30 June 2008. In accordance with FAR 6.305, the Justification for Other than Full and Open Competition is available for public inspection.
