- Description
- The Space and Naval Warfare Systems Command (SPAWAR) intends to issue aRequest for Proposal (RFP) for the award of a single Cost Plus Fixed Fee,levelof effort contract to support Financial Improvement Program (FIP) discoveryand documenting of business processes, and evaluating and testing of controlsafter Navy Enterprise Resource Planning (ERP) implementation at SPAWAR.The Department of Defense has refined its audit strategy for FinancialImprovement and Audit Readiness Plan (FIAR) to focus on the businessprocesses or 'segments' that underlie the amounts reported on the financialstatements, and recognizes that financial statement audibility and thecorrection of deficiencies for many business processes must be tied toimplementation of Enterprise Resource Planning (ERP) systems. The FinancialImprovement Program (FIP) uses an approach that minimizes risk, preservesresources, eliminates duplicative work, and standardizes workflows. Theestimated period of performance includes a base period of one year plus fourone year options beginning 30 September 2008 through 29 September 2013.The estimated level of effort is approximately 100,000 hours over the five yearperiod. This acquisition is being offered for competition limited to eligible SmallBusiness Service Disabled Veteran Owned (SB-SDVO) concerns that qualifyunder NAICS code 541611 with a size standard of $6.5 million dollars.
