DSCP REQUEST FOR INFORMATION (RFI) FOR GOWNS (PATIENT, SURGICAL AND OTHER) FOR THE DISTRIBUTION AND PRICING AGREEMENT (DAPA) PRIME VENDOR PROGRAM Solicitation Number: SPM20008RFIGOWNS-CL Agency: Defense Logistics Agency Office: DLA Acquisition Locations Location: Defense Supply Center Philadelphia, 700 Robbins Avenue, Bldg 6A Philadelphia, PA 19111 Sources of Information Sought: GOWNS; Patient, Surgical, and other The Defense Supply Center Philadelphia (DSCP) is the program manager for the Medical/Surgical Prime Vendor Program. Under this program DSCP has awarded multiple contracts to various distributors to supply the Department of Defense and other Government medical treatment facilities (hospitals, clinics, etc.) with medical/surgical supplies. Because these contracts exceed $194,000, the provisions of the Trade Agreement Act (TAA) apply as specified in the Federal Acquisition Regulation (FAR) 25.4 et seq. and the Defense Federal Acquisition Regulations Supplement (DFARS) 225.401 et seq. The TAA requires that Federal government procure only end items manufactured in the United States, Qualifying Countries and Designated Countries. End items not manufactured in one of these categories are considered to be manufactured in non-designated countries. Medical items manufactured in non-designated countries are prohibited from supply under the TAA, unless the DSCP seeks and is granted a National Interest Waiver (NIW) from the Director of Defense Procurement Acquisition and Policy. Therefore, the DSCP requests your response to this Request for Information (RFI). The information obtained regarding country of origin for your products will be analyzed to determine whether or not DSCP will seek relief from the requirements of the TAA via a NIW. Synopsis: This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB) and does not constitute a commitment by the Government to form a binding contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Disclaimer: This Market Research and FRI is for planning only, and shall not be considered a RFP or an IFB, nor is it to be construed as a commitment by the government. Responses to this notice are not offers and cannot be accepted by the Government as a binding contract. The Government does not intend to award a contract on the basis of this RFI. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. As part of the RFI process, the Government may contact respondents to request clarification of submitted data, request additional data or engage in direct discussion. Please provide the following information for Gowns (Patient, Surgical and other) on the attached spreadsheets: • Manufacturing Sources • Location of Manufacturer (City and State OR Country if applicable) • Maximum annual volume/quantity that can be allocated to the Department of Defense The attached spreadsheets list Gowns (Patient, Surgical and other) product lines.
