Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for dry dock and repairs to the USCG Station Gulfport 41 Foot Utility Boat (CG 41364). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The NAICS Code is 336611. This procurement will be a Total Small Business Set-Aside. All responsible Small Business Concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The solicitation will be issued electronically as a Best Value Request for Quote (RFQ) on the Federal Business Opportunities (fedbizops) web page at http://www.fbo.gov on or about June 9, 2008, with quotes due on or about June 20, 2008. This commercial item requirement is set-aside for Small Business Concerns and will be evaluated whereas Past Performance is significantly more important than Price. The USCG Station Gulfport 41 Foot Utility Boat (CG 41364) homeport is Gulfport, Mississippi. The place of performance will be at the Contractor’s facility. The vessel’s availability will be geographically restricted to a facility no greater than 272 nautical miles from its home moorings Gulfport, Mississippi, on navigable waterways, and no more than 30 nautical miles off shore. The vessel’s availability is for forty-five (45) calendar days, starting on or about July 29, 2008 and ending on or about September 11, 2008. The scope of the acquisition is for the renewing and repairing of various items aboard the USCG Station Gulfport 41 Foot Utility Boat (CG 41364). This work will include, but is not limited to Base Items: ultrasonic thickness (UT) shot inspection, clean and inspect fuel tanks (includes disposal), remove, inspect, and reinstall rub rail system, remove, inspect, and reinstall both propeller shafts, renew port and starboard water-lubricated shaft bearings, remove and reinstall port and starboard propellers, renew sea valves, clean and inspect port and starboard engine exhaust piping systems, remove, inspect, and reinstall rudders, remove coating from topside surfaces, preserve underwater body – 100%, air test inaccessible voids, and routine drydocking. Optional Items: welding repairs: flat plate renewal (1/8 in., 3/16 in., 1/4 in., and/or 5/16 in. aluminum), crack repair: aluminum, overlay welding (aluminum), remove and dispose of 50 additional gallons of fuel, renew rub rail section (10 ft and/or 16 ft), renew mounting hardware (mounting stud and or backer strip), renew shear bar, inspect government-furnished propeller shaft, alignment check, composite labor rate, and laydays. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102. Drawings are now available on cd-rom. The cd-rom is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The cd-rom(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
