Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source bases services regarding integrated analysis of genetic and environmental data in epidemiological studies with Raymond Carroll 912 Winged Foot Drive, College Station, Texas 77845. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M. Period of Performance: Performance shall be for one year from date of award with two one year option periods. Population-based investigations of genetic and environmental causes of complex diseases can help develop effective public health strategies for prevention and interventions. The “Integrated Analysis of Genetic and Environmental Data in Epidemiologic Studies” will develop efficient and robust statistical methods for the discovery and characterization of genetic and environmental determinants of complex diseases by integrated analysis of gene-environment data in modem, population-based molecular epidemiologic studies. The methods developed as part of this project will be applied to analyze state-of-the-art population based studies in the Division of Cancer Epidemiology and Genetics. User-friendly software will be developed, tested, and distributed for wider use of the analytic methods. Purpose: The specific goals of the project include: 1.Development of Statistical methods for Studies of Candidate Genes in Biologic Pathways in the Presence of Measured Environmental Co-factors 2.Using Data on Environmental Risk Factors to Improve Design and Analysis of Two ¬Stage Genome-Wide Association Studies 3.Empirical Evaluation of Statistical Tools Based on Three Case-Control Molecular Epidemiologic Studies Professor Raymond Carroll is a distinguished statistical researcher known for his seminal work in a variety of topics relevant for the proposed study, including semi-parametric methods, case ¬control studies, penalized regression and missing data. Professor Carroll is the best person-the only person-suitable for this contract. He brings a unique combination of expertise in statistical theory and knowledge of subject matter that would be essential for the success of this project. In particular, Professor Carroll is world renowned for his research on semi-parametric statistical inference and penalized regression methods, two areas that are key to development of some the proposed methods for the gene-environment studies. The proposed gene-environment studies would require extension and adaptation of several advanced analytic tools for semi-parametric methods and penalized regression, building on previous analytic tools, each of which have been developed by Professor Carroll himself. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST June 20, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive and award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
